1An Act to amend 20.235 (1) (b), 20.235 (1) (fe) and 20.285 (4) (dd); and
to create
236.34 (1) (c), 39.30 (5) and 39.435 (7) of the statutes;
relating to: making an
3appropriation for the tuition, Wisconsin higher education, and Lawton
4minority undergraduate grant programs.

Current law specifies a sum certain in each fiscal year for the amount
appropriated for higher education and tuition grants awarded by the higher
educational aids board and for minority undergraduate grants awarded by the board
of regents of the University of Wisconsin (UW) System (board of regents).
Under this bill, the amount appropriated in each fiscal year for these grants
depends on whether undergraduate tuition at institutions within the UW System in
the current academic year has increased or decreased as compared to the previous
academic year. By February 1 before the beginning of the next fiscal year, the higher
educational aids board and the board of regents are required to determine the
percentage of such an increase at each such institution. The appropriation for the
next fiscal year is determined by increasing the amount of the appropriation in the
current fiscal year by the highest percentage increase. If tuition has decreased or
stayed the same at each such institution, the appropriation for the next fiscal year
is the amount appropriated in the current fiscal year.
