1Relating to: the life and public service of Blair L. Testin.
2 Whereas, Blair L. Testin was born on March 5, 1930, in Minneapolis,
3Minnesota, and died at the age of 70 on November 1, 2000, in Middleton, Wisconsin;
4and
5Whereas, Mr. Testin graduated from Washburn High School in Minneapolis in
61948 and earned a degree in business administration from the University of
7Minnesota; and
8Whereas, Mr. Testin served in the U.S. Army in Germany from 1952 to 1954;
9and
10Whereas, Mr. Testin was the general manager of a food service operation for
11Walgreen's in Minneapolis from 1967 to 1969; and
12Whereas, Mr. Testin was the assistant executive secretary to the Minnesota
13Legislative Retirement Study Commission from 1969 to 1973; and
14 Whereas, Mr. Testin was the director of retirement research for the state of
15Wisconsin from September 1973, until his retirement on June 30, 1995; and

1Whereas, Mr. Testin, after his retirement, was a consultant from October 1995,
2to December 1997, for the 2 retirement committees that he had so ably served for 22
3years; and
4 Whereas, Mr. Testin was one of the first in the country to obtain the designation
5of certified employee benefits specialist through the International Foundation of
6Employee Benefit Plans and the Wharton School of the University of Pennsylvania
7and was one of the first members of the International Society of Certified Employee
8Benefit Specialists; and
9Whereas, Mr. Testin was a former member of the Board of Directors of the
10Government Finance Officers Association; and
11Whereas, Mr. Testin was a former member of the International Foundation of
12Employee Benefit Plans, the National Association of Government Deferred
13Compensation Administrators, the National Association of State Retirement
14Administrators, and the National Council on Teacher Retirement; and
15 Whereas, Mr. Testin served on the Pension Roundtable of the National Retired
16Teachers Association and the Capitol City Task Force of Wisconsin AARP; and
17 Whereas, Mr. Testin, was involved with the Wisconsin Coalition of Annuitants
18and the Wisconsin Retired Educators Association; and
19 Whereas, Mr. Testin was a member of Bethel Lutheran Church and was a past
20chairman of Oakwood Lutheran Homes; and
21Whereas, Mr. Testin was a member of the Madison Elks Lodge 410; and
22 Whereas, Mr. Testin is survived by his wife of 46 years, 4 children and their
23spouses, 7 grandchildren, and one brother; now, therefore, be it
24Resolved by the senate, the assembly concurring, That the members of the
25Wisconsin legislature commend the devoted public service that Blair L. Testin

1contributed to this state and its citizens, express their sorrow at his death, and
2extend their condolences to his family and friends; and, be it further
3Resolved, That the senate chief clerk shall provide copies of this joint
4resolution to Mr. Testin's wife, Pam; to his children, Sandy of Waupaca; Becky of San
5Antonio, Texas; Tammy of Middleton; and Matt of Marinette; and to his brother, Rex,
6of Mesa, Arizona.
