1department shall approve continuing education programs and courses in accordance
2with the criteria established under this subsection.
SB673, s. 15 3Section 15. 440.88 (11) of the statutes is created to read:
SB673,5,64 440.88 (11) Scope of practice. The department shall promulgate rules
5establishing minimum standards for the practice of substance abuse counseling,
6supervision, and prevention.
SB673, s. 16 7Section 16. 457.02 (5) of the statutes is amended to read:
SB673,5,128 457.02 (5) Authorize any individual who is certified or licensed under this
9chapter to use the title "alcohol and drug counselor" or "chemical dependency
10counselor" unless the individual is certified as an alcohol and drug counselor or as
11a chemical dependency counselor through a process recognized by the department
12of health and family services.
SB673, s. 17 13Section 17. 457.02 (5m) of the statutes, as affected by 2005 Wisconsin Act 25,
14is amended to read:
SB673,5,2215 457.02 (5m) Authorize any individual who is certified or licensed under this
16chapter to treat alcohol or substance dependency or abuse as a specialty unless the
17individual is a certified substance abuse counselor, clinical supervisor, or prevention
18specialist under s. 440.75 440.88, or unless the individual satisfies educational and
19supervised training requirements established in rules promulgated by the
20examining board. In promulgating rules under this subsection, the examining board
21shall consider the requirements for qualifying as a certified substance abuse
22counselor, clinical supervisor, or prevention specialist under s. 440.75 440.88.

SB673,7,222 (1) Transfer of alcohol and drug counselor certification. An individual
23who was certified as a registered prevention worker under the requirements of
24section HFS 75.02 (84) (a) of the Wisconsin Administrative Code immediately before

1July 27, 2005, is certified as a prevention specialist-in-training under section 440.88
2of the statutes, as affected by this act.
