SB141, s. 100 6Section 100. 343.51 (1) of the statutes is amended to read:
SB141,36,27 343.51 (1) Any person who qualifies for a registration plates plate of a special
8design under s. 341.14 (1), (1a), (1m) or (1q) or any other person with a disability that
9limits or impairs the ability to walk may request from the department a special
10identification card that will entitle any motor vehicle, other than a motorcycle,
11parked by, or under the direction of, the person, or a motor vehicle, other than a
12motorcycle, operated by or on behalf of the organization when used to transport such
13a person, to parking privileges under s. 346.50 (2), (2a) and (3). The department shall
14issue the card at a fee to be determined by the department, upon submission by the
15applicant, if the applicant is an individual rather than an organization, of a
16statement from a physician licensed to practice medicine in any state, from an
17advanced practice nurse licensed to practice nursing in any state, from a physician
18assistant licensed or certified to practice in any state, from a chiropractor licensed
19to practice chiropractic in any state or from a Christian Science practitioner residing
20in this state and listed in the Christian Science journal that the person is a person
21with a disability that limits or impairs the ability to walk. The statement shall state
22whether the disability is permanent or temporary and, if temporary, the opinion of
23the physician, advanced practice nurse, physician assistant, chiropractor or
24practitioner as to the duration of the disability. The department shall issue the card
25upon application by an organization on a form prescribed by the department if the

1department believes that the organization meets the requirements under this
2subsection.
SB141, s. 101 3Section 101. 344.45 (1) of the statutes is amended to read:
SB141,36,104 344.45 (1) Whenever a person's operating privilege or registration is suspended
5under this chapter, the department may order the person to surrender to the
6department his or her operator's license and the registration plates plate of the any
7vehicle or vehicles for which registration was suspended. If the person fails
8immediately to return the operator's license or registration plates plate to the
9department, the department may direct a traffic officer to take possession thereof
10and return them to the department.
SB141, s. 102 11Section 102. 344.55 (2) of the statutes is amended to read:
SB141,36,1912 344.55 (2) The department may not issue a registration plates plate for such
13a vehicle unless there is on file with the department a certificate of insurance
14showing that the vehicle is insured in compliance with sub. (1). No such policy may
15be terminated prior to its expiration or canceled for any reason unless a notice thereof
16is filed with the department at least 30 days prior to the date of termination or
17cancellation. The department shall suspend the registration of a vehicle on which
18the insurance policy has been terminated or canceled, effective on the date of
19termination or cancellation.
SB141, s. 103 20Section 103. 346.50 (2) of the statutes is amended to read:
SB141,37,721 346.50 (2) Except as provided in sub. (3m), a motor vehicle bearing a special
22registration plate issued under s. 341.14 (1) or (1r) (a) to a disabled veteran or on his
23or her behalf is exempt from any ordinance imposing time limitations on parking in
24any street or highway zone and parking lot, whether municipally owned or leased,
25or both municipally owned and leased or a parking place owned or leased, or both

1owned and leased by a municipal parking utility, with one-half hour or more
2limitation but otherwise is subject to the laws relating to parking. Where the time
3limitation on a metered stall is one-half hour or more, no meter payment is required.
4Parking privileges granted by this subsection are limited to the disabled veteran to
5whom or on whose behalf the special plates were plate was issued and to qualified
6operators acting under the disabled veteran's express direction with the disabled
7veteran present.
SB141, s. 104 8Section 104. 346.50 (2a) (intro.) of the statutes is amended to read:

3a physical disability is exempt from s. 346.505 (2) (a) or any ordinance in conformity
4therewith prohibiting parking, stopping or standing upon any portion of a street,
5highway or parking facility reserved for persons with physical disabilities by official
6traffic signs indicating the restriction. Stopping, standing and parking privileges
7granted by this subsection are limited to the persons listed under subs. (2) and (2a)
8(a) to (m).

24identification card issued under s. 343.51 or vehicles registered in another
25jurisdiction and displaying a registration plate, card or emblem issued by the other

1jurisdiction which designates the vehicle as a vehicle used by a physically disabled
2person.

5attended or unattended and whether temporarily or otherwise, upon any portion of

7of any portion of a street, highway or parking facility reserved, by official traffic signs
8indicating the restriction, for vehicles displaying a special registration plates plate
9issued under s. 341.14 (1), (1a), (1e), (1m), (1q) or (1r) (a) or a special identification
10card issued under s. 343.51 or vehicles registered in another jurisdiction and
11displaying a registration plate, card or emblem issued by the other jurisdiction which
12designates the vehicle as a vehicle used by a physically disabled person.
SB141, s. 116 13Section 116. 346.505 (2) (c) of the statutes is amended to read:
SB141,40,2414 346.505 (2) (c) Notwithstanding par. (b), no person may park, stop or leave
15standing any vehicle, whether attended or unattended and whether temporarily or
16otherwise, upon any portion of a street, highway or parking facility that is clearly
17marked as and intended to be an access aisle to provide entry to and exit from
18vehicles by persons with physical disabilities and which is immediately adjacent to
19any portion of a street, highway or parking facility reserved, by official traffic signs
20indicating the restriction, for vehicles displaying a special registration plates plate
21issued under s. 341.14 (1), (1a), (1e), (1m), (1q) or (1r) (a) or a special identification
22card issued under s. 343.51 or vehicles registered in another jurisdiction and
23displaying a registration plate, card or emblem issued by the other jurisdiction which
24designates the vehicle as a vehicle used by a person with a physical disability.
SB141, s. 117 25Section 117. 349.13 (1m) of the statutes is amended to read:

1349.13 (1m) In addition to the requirements under s. 346.503 (1m), the
2department, with respect to state trunk highways outside of corporate limits and
3parking facilities under its jurisdiction, and local authorities, with respect to
4highways under their jurisdiction including state trunk highways or connecting
5highways within corporate limits and parking facilities within corporate limits, may,
6by official traffic signs indicating the restriction, prohibit parking, stopping or
7standing upon any portion of a street, highway or parking facility reserved for any
8vehicle bearing a special registration plates plate issued under s. 341.14 (1), (1a),
9(1e), (1m), (1q) or (1r) (a) or a motor vehicle, other than a motorcycle, upon which a
10special identification card issued under s. 343.51 is displayed or any vehicle
11registered in another jurisdiction and displaying a registration plate, card or emblem
12issued by the other jurisdiction which designates the vehicle as a vehicle used by a
13physically disabled person.
SB141, s. 118 14Section 118. 885.237 (2) of the statutes is amended to read:
SB141,41,2215 885.237 (2) Notwithstanding s. 341.04, the fact that an automobile or motor
16truck having a registered weight of 8,000 pounds or less is located on a highway, as
17defined in s. 340.01 (22), and is not displaying a valid registration plates plate, a
18temporary operation plate or other evidence of registration as provided under s.
19341.18 (1) is prima facie evidence, for purposes of ch. 341, that the vehicle is an
20unregistered or improperly registered vehicle. This subsection does not apply to
21violations of ordinances enacted under s. 341.65, but this subsection does apply to
22violations of ordinances enacted under s. 341.65, 2003 stats.
SB141, s. 119 23Section 119. Fiscal changes.
SB141,42,324 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
25to the department of transportation under section 20.395 (5) (cq) of the statutes, as

1affected by the acts of 2007, the dollar amount is decreased by $878,200 for fiscal year
22008-09 to decrease funding for the issuance of registration plates by the
3department of transportation.
