Whereas, Marcia Anderson became the first African American woman to be
3given a second star as a general in the history of the United States Army and achieve
4the rank of major general; and

Whereas, born in Beloit, Wisconsin, Marcia attended kindergarten at Merrill
6Elementary School and first grade at Our Lady of the Assumption Catholic School,
7instilling in her at an early age the Wisconsin values of hard work and emphasis on
8family; and

Whereas, Marcia was preceded by those in her family who opened doors to make
10opportunities for her, including her father, Rudy Mahan, who proudly served in the
11U.S. Army Air Force during the Korean War and her mother and grandmother who
12provided inspiration and a foundation for her strong character; and

Whereas, while attending Creighton University in Omaha, she joined the
14Reserve Officer Training Corps and received her commission as a second lieutenant
15in 1979, beginning a career of military service to our nation; and

1Whereas, she graduated from Rutgers University Law School in 1984 during
2which time she was a staff member at the
Women's Rights Law Reporter; and

Whereas, after fulfilling her eight-year military commitment, Marcia
4continued in the Army Reserve and travelled throughout the nation performing
5various assignments, achieving numerous promotions and honors along the way;

Whereas, Marcia has achieved many milestones during her time in military
8service, including becoming the first African American female battalion commander
9in the 98th Institutional Training Division, United States Army Reserve,
10headquartered in Rochester, New York, and the first African American female
11brigade commander in the 95th Training Division, United States Army Reserve,
12headquartered in Oklahoma City, Oklahoma; and

Whereas, she moved to Wisconsin in 1998 and became the first African
14American to be appointed clerk of court of the United States Bankruptcy Court for
15the Western District of Wisconsin; and

Whereas, one recent assignment brought her to work on combining the Army's
17Human Resources Command from stations in Alexandria, Virginia, St. Louis,
18Missouri, and Indianapolis, Indiana, to be under one roof at Fort Knox in 2010; and

Whereas, Marcia and her husband Amos moved to Verona, Wisconsin, in 2001
20to continue their lives together; now, therefore, be it

22hereby commends Major General Marcia Anderson for her lofty achievements and
23service to our nation.
