SB273,1,4 1An Act to create 103.005 (14) (am) and 108.09 (2) (br) of the statutes; relating
2to:
requirements for the department of workforce development when issuing
3determinations under the unemployment insurance law or any other law
4regulating employment that is administered by that department.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Workforce Development (DWD), when
issuing a determination about eligibility for benefits under the unemployment
insurance (UI) law or a determination relating to any other law regulating
employment that is administered by DWD that is adverse to the interests of an
employee, and when issuing a computation of UI benefits, to provide to the employee
information about resources that may be available to assist the employee regarding
the adverse determination or computation. The bill also requires DWD to maintain
a telephone number so that such an employee who is adversely affected by a
determination or computation may call DWD to ask questions about the
determination or computation.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 103.005 (14) (am) of the statutes is created to read:
SB273,2,52 103.005 (14) (am) 1. When issuing a determination relating to a law specified
3in par. (a) that is adverse to the interests of an employee, the department shall
4provide to the employee information about resources that may be available to assist
5the employee regarding the determination.
SB273,2,96 2. The department shall maintain a telephone number so that an employee
7whose interests are adversely affected by a determination of the department relating
8to a law specified in par. (a) may call the department to ask questions about the
9determination.
SB273,2 10Section 2. 108.09 (2) (br) of the statutes is created to read:
SB273,2,1511 108.09 (2) (br) 1. When issuing a computation under this subsection or when
12issuing a determination under this subsection that is adverse to the interests of an
13employee, the department shall provide to the employee information about resources
14that may be available to assist the employee regarding the computation or
15determination.

17whose interests are adversely affected by a computation or determination issued
18under this subsection may call the department to ask questions about the
19computation or determination.

SB273,2,24 21(1) Unemployment insurance; information for employees. The treatment of
22section 108.09 (2) (br) 1. of the statutes first applies to computations and
23determinations issued under section 108.09 (2) of the statutes on the first day of the
242nd month beginning after the effective date of this subsection.

2of section 103.005 (14) (am) of the statutes first applies to a determination relating
3to a law specified in section 103.005 (14) (a) of the statutes issued on the first day of
4the 2nd month beginning after the effective date of this subsection.
