AB538,1,4 1An Act to amend 27.01 (9) (bn) (title); and to create 20.370 (1) (ed), 27.01 (6m)
2and 27.01 (9) (bg) of the statutes; relating to: fee waivers for state park vehicle
3admission receipts and distribution of state park activity guides to pupils
4enrolled in grade 4 and making an appropriation.

This bill requires the Department of Natural Resources (DNR) to waive the fee
for an annual vehicle admission receipt (vehicle sticker) issued to the parent or
guardian of a public or private school pupil enrolled in grade four. A vehicle sticker
authorizes the operation of a vehicle in certain recreational areas and in state parks.
The bill provides that a parent or guardian of a qualifying pupil may receive the
waiver only once in his or her lifetime and DNR may issue a waiver only once for a
household.
This bill also requires DNR to distribute to the principal of each public and
private school in this state copies of an activity guide for state parks, forests,
recreation areas, and trails. DNR must distribute enough copies of the guide to each
school to enable each fourth grade pupil to receive a copy of the guide.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 20.370 (1) (ed) of the statutes is created to read:
AB538,2,42 20.370 (1) (ed) Parks - general program operations. From the general fund, a
3sum sufficient equal to the amount of the annual vehicle admission receipt fees
4waived under s. 27.01 (9) (bg), for the operation of state parks.
AB538,2 5Section 2. 27.01 (6m) of the statutes is created to read:
AB538,2,136 27.01 (6m) Visitor activity guides for schools. The department shall
7distribute to the principal of each public and private school in this state copies of a
8visitor activity guide for state parks, forests, recreation areas, and trails. The
9department shall distribute a sufficient number of copies of the guide to enable each
10public and private school principal to provide a copy of the guide to each pupil
11enrolled in grade 4 in that school. The department shall distribute copies of the guide
12under this subsection on or after September 1 and not later than the following
13December 31 of each year.
AB538,3 14Section 3. 27.01 (9) (bg) of the statutes is created to read:

16Except as provided under subd. 2., the department shall waive the fee, including the
17issuing fee, imposed under sub. (7) for an annual vehicle admission receipt for any
18vehicle, except a motor bus, that has Wisconsin registration plates and that is owned
19by a person who produces evidence that he or she is the parent or guardian of a public
20or private school pupil who on January 1 of the year for which the vehicle admission
21receipt is issued is enrolled in grade 4.
AB538,2,2522 2. A parent or guardian of a pupil enrolled in grade 4 may receive only one fee
23waiver under this paragraph in his or her lifetime. If a parent or guardian receives
24a fee waiver under this paragraph, the department may not waive the fee under this
25paragraph for any other member of the parent's or guardian's household.
