AB238,1,2 1An Act relating to: work requirements for recipients of vouchers under the
2federal Housing Choice Voucher Program.

This bill authorizes the Wisconsin Housing and Economic Development
Authority to request approval from the federal Department of Housing and Urban
Development to implement a pilot program that requires a recipient of a voucher
under the federal Housing Choice Voucher Program to satisfy work requirements as
a condition of the voucher. The bill also provides that WHEDA may provide certain
employment, training, and self-sufficiency services, in partnership with certain
organizations that contract with WHEDA, to recipients of vouchers under the federal
Housing Choice Voucher Program.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB238,1,54 (1) Pilot program concerning work requirements under the housing choice
5voucher program.

1(a) Request for approval. The Wisconsin Housing and Economic Development
2Authority may request approval, if necessary, from the federal department of
3housing and urban development for the purpose of implementing the pilot program
4under paragraph (b).
AB238,2,125 (b) Employment requirement pilot program. The Wisconsin Housing and
6Economic Development Authority may, to the extent approved under paragraph (a),
7develop policies and procedures for and implement a pilot program that requires
8certain able-bodied adults, as determined by the authority, who receive a voucher
9under the federal Housing Choice Voucher Program to satisfy certain employment,
10training, and self-sufficiency requirements as specified in the policies and
11procedures. The authority may coordinate with state agencies that provide similar
12services to minimize duplication.
AB238,2,1913 (2) Self-sufficiency services. The Wisconsin Housing and Economic
14Development Authority may develop policies and procedures for and implement a
15program to provide self-sufficiency services to recipients of vouchers under the
16federal Housing Choice Voucher Program. The authority may implement this
17program in partnership with public housing agencies, state agencies, and other
18governmental or nongovernmental organizations that contract with the authority to
19administer the federal Housing Choice Voucher Program.
