24Biennially, from the universal service fund, the amounts in the schedule to make
25payments to telecommunications providers under contracts under s. 16.971 (13),

1(14), and (15) to the extent that the amounts due are not paid from the appropriation
2under sub. (1) (is), to make payments to telecommunications providers under
3contracts under s. 16.971 (16) to the extent that the amounts due are not paid from
4the appropriation under sub. (1) (kL), to make grants to school district consortia
5under s. 16.997 (7), to make information technology infrastructure grants under s.
616.9945, and to make educational technology teacher training grants and librarian
7training grants
under s. 16.996. Notwithstanding s. 20.001 (3) (b), the
8unencumbered balance on June 30 of each odd-numbered year shall be transferred
9to the appropriation account under s. 20.155 (3) (r).

AB572,9,98 (d) Create dashboard tools for libraries to use internally in analyzing, and to
9report to the public about, library use.
AB572,9,1110 (e) Develop, implement, and maintain technology systems that allow for
11secure, interoperable data exchange and the automation of work processes.
AB572,9,1312 (f) Create an automated system for the initial certification and recertification
13of public librarians, as described in s. 43.09 (1).
AB572,9,1414 (g) Establish library user authentication systems.
AB572,9,16 15(2) From the appropriation accounts under s. 20.255 (1) (e) and (ek), the
16division may fund the activities described in sub. (1).
AB572,16 17Section 16. Effective dates. This act takes effect on the day after publication,
18except as follows:
AB572,9,2019 (1) The treatment of section 20.505 (4) (s) (by Section 14) of the statutes takes
20effect on July 1, 2019.
