AB654,1,3 1An Act to create 20.465 (3) (fm) and 256.35 (2m) of the statutes; relating to:
2dispatcher assisted bystander cardiopulmonary resuscitation and making an
3appropriation.
Analysis by the Legislative Reference Bureau
This bill requires public safety answering points to provide, in appropriate
circumstances, telephonic assistance on administering cardiopulmonary
resuscitation. The bill also requires the Department of Military Affairs to distribute
grants for the purpose of training dispatchers to provide telephonic assistance on
administering CPR.
Under the bill, every public safety answering point must either 1) have
dispatchers certified in CPR and trained to provide, using an evidence-based
protocol, telephonic instruction on administering CPR to a person who has called 911
and provide continuing education on that protocol; or 2) transfer callers to a
dedicated telephone line, telephone center, or another public safety answering point
that will provide the caller with assistance on administering CPR. If transferring
callers, the public safety answering point must use an evidence-based protocol for
the identification of a person in need of CPR, provide appropriate training and
continuing education, and ensure that any dedicated telephone line, telephone
center, or public safety answering point to which calls are transferred uses
dispatchers that have the appropriate training to provide telephone assistance on
administering CPR. The bill also requires every public safety answering point to
conduct ongoing quality assurance of its dispatcher assisted bystander CPR
program.

Finally, the bill requires DMA to distribute grants to public safety answering
points that employ one or more dispatchers that have not completed training as
described in the bill. A grant recipient must use grant moneys to provide the required
dispatcher training in telephonic assistance on administering CPR. The bill
authorizes DMA to request, during the 2017-19 fiscal biennium, supplemental
funding from the Joint Committee on Finance and requires DMA to include in its
2019-21 biennial budget request a proposal for additional funding to provide grants
under this program.

enact as follows:

Biennially, the amounts in the schedule for awarding grants for training
6public safety answering point dispatchers to provide telephonic assistance on
7administering cardiopulmonary resuscitation under s. 256.35 (2m).

10(a) In this subsection, “department” means the department of military affairs.

1(b) Beginning on the first day of the 25th month that begins after the effective
2date of this paragraph .... [LRB inserts date], every public safety answering point
3shall, in appropriate circumstances, provide telephonic assistance on administering
4cardiopulmonary resuscitation by doing any of the following:
AB654,3,65 1. Providing each dispatcher with training in cardiopulmonary resuscitation
6that includes all of the following:
AB654,3,77 a. Certification in cardiopulmonary resuscitation.
AB654,3,108 b. Use of an evidence-based protocol or script for providing cardiopulmonary
9resuscitation instruction recommended by an academic institution or a nationally
10recognized organization specializing in medical dispatch.
AB654,3,1111 c. Appropriate continuing education, as determined by the department.
AB654,3,1612 2. Transferring callers to a dedicated telephone line, telephone center, or
13another public safety answering point to provide the caller with assistance on
14administering cardiopulmonary resuscitation. If a public safety answering point
15transfers callers under this subsection, the transferring public service answering
16point shall do all of the following:
AB654,3,1817 a. Use an evidence-based protocol for the identification of a person in need of
18cardiopulmonary resuscitation.
AB654,3,2119 b. Provide appropriate training and continuing education, as determined by
20the department, on the protocol for identification of a person in need of
21cardiopulmonary resuscitation.
AB654,3,2522 c. Ensure that any dedicated telephone line, telephone center, or public safety
23answering point to which calls are transferred under this subdivision uses
24dispatchers that meet the training requirements under subd. 1. to provide assistance
25on administering cardiopulmonary resuscitation.

1(c) Beginning on the first day of the 25th month that begins after the effective

AB654,4,85 (d) 1. From the appropriation under s. 20.465 (3) (fm), the department shall
6distribute grants to public safety answering points for dispatcher training on
7telephonic assistance on administering cardiopulmonary resuscitation, as required
8under par. (b).
AB654,4,139 2. A public safety answering point is eligible to receive a grant under this
10paragraph if it employs one or more dispatchers that have not completed training as
11described under par. (b). A grant recipient shall use grant moneys received under
12this paragraph to provide dispatchers with training in accordance with the
13standards under par. (b).
AB654,4,1514 3. Subject to subd. 2., the department shall establish criteria for approving and
15distributing grants under subd. 1.
AB654,4 16Section 4. Nonstatutory provisions.
AB654,4,2317 (1) During the 2017-19 fiscal biennium, the department of military affairs may
18submit one or more requests to the joint committee on finance under section 13.10
19of the statutes to supplement the appropriation under section 20.465 (3) (fm) of the
20statutes from the appropriation under section 20.865 (4) (a) of the statutes for the
21purpose of distributing grants under section 256.35 (2m) (d). Notwithstanding
22section 13.101 of the statutes, the joint committee on finance is not required to find
23that an emergency exists before making a supplementation under this subsection.
AB654,5,224 (2) The department of military affairs shall include in its 2019-21 biennial
25budget request a proposal for funding grants to public safety answering points for

1dispatcher training on telephonic assistance on administering cardiopulmonary
2resuscitation under section 256.35 (2m) of the statutes.
