AB931,1,4 1An Act to create 20.465 (3) (dn), 20.465 (3) (hm) and 323.65 of the statutes;
2relating to: active shooter safety training provided by the Division of
3Emergency Management, granting rule-making authority, and making an
4appropriation.

This bill creates a program administered by the Division of Emergency
Management to provide active shooter safety training to certain organizations.
Under the bill, certain types of organizations may apply for the training. The bill
requires the division to annually review applications and select applicants for
training and then provide the training to those selected applicants.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB931,2 1Section 2. 20.465 (3) (dn) of the statutes is created to read:
AB931,2,32 20.465 (3) (dn) Active shooter safety training. Biennially, the amounts in the
3schedule for providing active shooter safety training under s. 323.65.
AB931,3 4Section 3 . 20.465 (3) (hm) of the statutes is created to read:
AB931,2,75 20.465 (3) (hm) Active shooter safety training fees. All moneys received from
6fees under s. 323.65 (4) for the purpose of providing active shooter safety training
7under s. 323.65.
AB931,4 8Section 4. 323.65 of the statutes is created to read:
AB931,2,11 9323.65 Active shooter safety training. (1) Program. The division shall
10administer a program to provide active shooter safety training to applicants selected
11for training by the division.
AB931,2,13 12(2) Selection. (a) Annually, the division shall review all applications for
13training under this section and select applicants to receive the training.
AB931,2,1514 (b) The division shall determine by rule the criteria by which it selects
15applicants to receive training under this section.
AB931,2,16 16(3) Eligibility. Any of the following may apply for training under this section:
AB931,2,1717 (a) The governing body of a county, city, village, or town.
AB931,2,1918 (b) The elected governing body of a federally recognized American Indian tribe
19or band in this state.

1(c) A nonstock corporation organized under ch. 181 that is a nonprofit
2corporation, as defined in s. 181.0103 (17).
AB931,3,33 (d) A cooperative organized under ch. 185 or 193.
AB931,3,54 (e) A public school, private school, charter school, tribal school, or school
5district.
AB931,3,66 (f) A religious society organized under ch. 187.
AB931,3,77 (g) An organization operated for profit.
AB931,3,11 8(4) Training. The division shall provide, or contract with another person to
9provide, active shooter safety training to applicants selected under sub. (3). The
10division may charge an applicant that receives the training under this section a fee
11in an amount not to exceed the actual cost of providing the training.
AB931,5 12Section 5 . Nonstatutory provisions.
AB931,3,1613 (1) Active shooter safety training. The authorized FTE positions for the
14division of emergency management are increased by 1.0 GPR position to be funded
15from the appropriation under section 20.465 (3) (dn) of the statutes, for the purpose
16of administering the active shooter safety training program.
