Whereas, Kathleen “Kathy” D. Groat was born on March 25, 1941, in
3Stoughton, WI and died on February 18, 2017, in Appleton, WI; and

Whereas, Kathy graduated from high school, received her degree from the
5University of Wisconsin-Madison and her master's degree from the University of
6Wisconsin-Oshkosh; and

Whereas, Kathy dedicated her life to serving the public and her community;

Whereas, Kathy served on the Appleton Common Council from 1996 to 2006
10and on the Outagamie County Board of Supervisors from 2009 to 2017; and

Whereas, Kathy served as a volunteer on the Appleton Housing Authority
12Board since her appointment by the mayor in 2006; and

Whereas, Kathy served on the board of directors for Serve Wisconsin since
142003, helping to promote, train, and allocate resources to programs that enrich lives
15and communities through service and volunteerism; and

1Whereas, Kathy served as the director of the Fair Housing Center of Northeast
2Wisconsin and worked to prevent housing discrimination in Northeast Wisconsin;

Whereas, Kathy not only served in local government, but also helped to find and
5mentor community members, regardless of their partisan leanings, to run for seats
6on the Appleton Common Council or the Outagamie County Board; and

Whereas, Kathy started a nonprofit adoption agency, Soul, to provide services
8to children abandoned in Nicaragua which transitioned to become a general adoption
9agency, Adoption Services, which still operates today; and

Whereas, Kathy touched the lives of many in the Fox Valley and across the state
11of Wisconsin through her many roles in local government, with nonprofit
12organizations, and as a mentor to many other public officials; now, therefore, be it

13Resolved by the
assembly, the senate concurring, That the Wisconsin
14legislature commends the devoted public service that Kathleen “Kathy” Groat
15contributed to the state of Wisconsin, Northeast Wisconsin, and the Fox Cities
16community, expresses its sorrow at her death, and extends its condolences to her
17family; and, be it further

19resolution to Mrs. Groat's son, Christopher.
