AJR15,1,1 Relating to: honoring the life and public service of Kathleen D. Groat.

AJR15,1,3 Whereas, Kathleen “Kathy” D. Groat was born on March 25, 1941, in Stoughton, WI and died on February 18, 2017, in Appleton, WI; and

AJR15,1,6 Whereas, Kathy graduated from high school, received her degree from the University of Wisconsin-Madison and her master's degree from the University of Wisconsin-Oshkosh; and

AJR15,1,8 Whereas, Kathy dedicated her life to serving the public and her community; and

AJR15,1,10 Whereas, Kathy served on the Appleton Common Council from 1996 to 2006 and on the Outagamie County Board of Supervisors from 2009 to 2017; and

AJR15,1,12 Whereas, Kathy served as a volunteer on the Appleton Housing Authority Board since her appointment by the mayor in 2006; and

AJR15,1,15 Whereas, Kathy served on the board of directors for Serve Wisconsin since 2003, helping to promote, train, and allocate resources to programs that enrich lives and communities through service and volunteerism; and

AJR15,2,3 Whereas, Kathy served as the director of the Fair Housing Center of Northeast Wisconsin and worked to prevent housing discrimination in Northeast Wisconsin; and

AJR15,2,6 Whereas, Kathy not only served in local government, but also helped to find and mentor community members, regardless of their partisan leanings, to run for seats on the Appleton Common Council or the Outagamie County Board; and

AJR15,2,9 Whereas, Kathy started a nonprofit adoption agency, Soul, to provide services to children abandoned in Nicaragua which transitioned to become a general adoption agency, Adoption Services, which still operates today; and

AJR15,2,12 Whereas, Kathy touched the lives of many in the Fox Valley and across the state of Wisconsin through her many roles in local government, with nonprofit organizations, and as a mentor to many other public officials; now, therefore, be it

AJR15,2,17 Resolved by the assembly, the senate concurring, That the Wisconsin legislature commends the devoted public service that Kathleen “Kathy” Groat contributed to the state of Wisconsin, Northeast Wisconsin, and the Fox Cities community, expresses its sorrow at her death, and extends its condolences to her family; and, be it further

AJR15,2,19 Resolved, That the assembly chief clerk shall provide a copy of this joint resolution to Mrs. Groat's son, Christopher.
