AJR78,1,2 Relating to: upholding the articles of the United Nations Convention on the Rights of the Child.

AJR78,1,4 Whereas, the United States is a signatory but not a state party to the United Nations Convention on the Rights of the Child; and

AJR78,1,7 Whereas, the state of Wisconsin recognizes the importance of offering protection for, promoting the well-being of, and creating healthy environments for all its citizens under the age of 18; and

AJR78,1,10 Whereas, children are vulnerable members of society dependent on parents, guardians, and the state and are in need of protection from discrimination, exploitation, physical and mental harm, maltreatment, and neglect; and

AJR78,1,13 Whereas, the state of Wisconsin wishes to express its support of the 1990 United Nations Convention on the Rights of the Child and will work towards upholding the articles contained within it; and

AJR78,2,2 Whereas, the rights outlined in the convention should be respected without discrimination of any kind irrespective of the child's or his or her parent's or legal guardian's race; color; sex; language; religion; political or other opinion; national, ethnic, or social origin; property; disability; birth; or other status; and

AJR78,2,5 Whereas, institutions, services, and facilities responsible for the care or protection of children shall conform with standards established by competent authorities; and

AJR78,2,8 Whereas, children should have the freedom to seek, receive, and impart information and ideas of all kinds, regardless of borders, thought, conscience, and religion; and

AJR78,2,12 Whereas, we must ensure children have access to information and material from a diversity of national and international sources, especially those aimed at promoting social, spiritual, and moral well-being and physical and mental health; and

AJR78,2,15 Whereas, we must recognize the right of the disabled child to special care and shall encourage and ensure the extension of this care, subject to available resources, to the eligible child; and

AJR78,2,17 Whereas, in all actions concerning children, it is the state's job to ensure that the best interest of the child shall be a primary consideration; now, therefore, be it

AJR78,3,6 Resolved by the assembly, the senate concurring, That the state of Wisconsin will work to create an environment conducive to promoting the well-being of all children, including: (1) Access to compulsory and free public education; (2) Right of access to health care services specifically related to reducing infant and child mortality, combating disease and malnutrition, ensuring appropriate prenatal and postnatal health care for mothers, and providing basic education on health and nutrition; (3) Protection from all forms of mental and physical violence, injury and abuse, and neglect; (4) Right to rest and leisure, engage in play, cultural life, and the arts; (5) Protection from the illicit use of narcotic drugs and psychotropic substances; (6) Protection from all forms of sexual exploitation and sexual abuse; and, be it further

AJR78,3,9 Resolved, That the legislators, public officials, parents and guardians, and all others who play a role in Wisconsin children's lives uphold this joint resolution and the articles of the United Nations Convention on the Rights of the Child.
