AJR78,1,2 1Relating to: upholding the articles of the United Nations Convention on the Rights
2of the Child.
AJR78,1,43 Whereas, the United States is a signatory but not a state party to the United
4Nations Convention on the Rights of the Child; and
AJR78,1,75 Whereas, the state of Wisconsin recognizes the importance of offering
6protection for, promoting the well-being of, and creating healthy environments for
7all its citizens under the age of 18; and
AJR78,1,108 Whereas, children are vulnerable members of society dependent on parents,
9guardians, and the state and are in need of protection from discrimination,
10exploitation, physical and mental harm, maltreatment, and neglect; and
AJR78,1,1311 Whereas, the state of Wisconsin wishes to express its support of the 1990
12United Nations Convention on the Rights of the Child and will work towards
13upholding the articles contained within it; and
AJR78,2,214 Whereas, the rights outlined in the convention should be respected without
15discrimination of any kind irrespective of the child's or his or her parent's or legal

1guardian's race; color; sex; language; religion; political or other opinion; national,
2ethnic, or social origin; property; disability; birth; or other status; and
AJR78,2,53 Whereas, institutions, services, and facilities responsible for the care or
4protection of children shall conform with standards established by competent
5authorities; and
AJR78,2,86 Whereas, children should have the freedom to seek, receive, and impart
7information and ideas of all kinds, regardless of borders, thought, conscience, and
8religion; and
AJR78,2,129 Whereas, we must ensure children have access to information and material
10from a diversity of national and international sources, especially those aimed at
11promoting social, spiritual, and moral well-being and physical and mental health;
12and
AJR78,2,1513 Whereas, we must recognize the right of the disabled child to special care and
14shall encourage and ensure the extension of this care, subject to available resources,
15to the eligible child; and
AJR78,2,1716 Whereas, in all actions concerning children, it is the state's job to ensure that
17the best interest of the child shall be a primary consideration; now, therefore, be it
AJR78,3,6 18Resolved by the assembly, the senate concurring, That the state of
19Wisconsin will work to create an environment conducive to promoting the well-being
20of all children, including:
21 (1) Access to compulsory and free public education;
22 (2) Right of access to health care services specifically related to reducing infant and
23child mortality, combating disease and malnutrition, ensuring appropriate prenatal
24and postnatal health care for mothers, and providing basic education on health and
25nutrition;

1(3) Protection from all forms of mental and physical violence, injury and abuse, and
2neglect;
3 (4) Right to rest and leisure, engage in play, cultural life, and the arts;
4 (5) Protection from the illicit use of narcotic drugs and psychotropic substances;
5 (6) Protection from all forms of sexual exploitation and sexual abuse; and, be it

AJR78,3,9 7Resolved, That the legislators, public officials, parents and guardians, and all
8others who play a role in Wisconsin children's lives uphold this joint resolution and
9the articles of the United Nations Convention on the Rights of the Child.
