SB315,1,1 1An Act relating to: a study of affordable housing financing.

This bill requires the Wisconsin Housing and Economic Development Authority
to conduct a study of mechanisms for funding affordable housing, including an
evaluation of social impact bonding and other bonding programs for financing
affordable housing units. The bill requires WHEDA to submit a report of its findings
and recommendations for funding the creation of affordable housing for low-income
persons in this state to the legislature and the governor.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB315,1 2Section 1. Nonstatutory provisions.
SB315,2,43 (1) Study of funding for creating new affordable housing. The Wisconsin
4Housing and Economic Development Authority shall conduct a study of funding
5mechanisms for creating affordable housing for low-income persons in this state.
6The study shall include an evaluation of social impact bonding and other bonding
7programs for creating affordable housing units. No later than January 31, 2018, the

1authority shall submit a report of its findings, including recommendations for
2funding the creation of affordable housing for low-income persons in this state, to
3the legislature in the manner provided under section 13.172 (2) of the statutes and
4to the governor.
