4department shall allocate not less than $3,500,000 in each fiscal year for incentive
5grants to school districts under this section subsection. From that allocation, the
6department shall, subject to par. (am), annually award all of the following incentive
7grants:
SB746,4,12 81m. An incentive grant to a school district that has an industry-recognized
9certification program approved by the department under sub. (2) (a). Subject to pars.
10(am) and (b), the amount of the incentive grant under this subdivision is equal to

11$1,000 per pupil for each pupil student in the school district who, in to whom all of
12the following apply:
SB746,4,15 13a. In the prior school year, the student obtained a high school diploma or a
14technical education high school diploma from a school in the school district, if all of
15the following apply:

25(2) (b). Subject to par. (b), for each such program the school district has, the amount

1of the incentive grant under this subdivision is equal to $1,000 for each student in
2the school district who successfully completed the program in a school year in which
3the program was approved by the department under sub. (2) (b).

13insufficient to pay the full amount per pupil student under par. (a) 1m. and 2m., the
14department may prorate the amount of its the department's payments among school
15districts eligible for an incentive grant grants under this section subsection.
SB746,14 16Section 14. 106.273 (4) of the statutes is created to read:
SB746,5,2217 106.273 (4) Completion awards for students. From the appropriation under
18s. 20.445 (1) (c), the department shall annually award a completion award to a
19student in the amount of $500 for each industry-recognized certification program
20approved by the department under sub. (2) (b) that the student successfully
21completed in a school year in which the program was approved by the department
22under sub. (2) (b).
SB746,15 23Section 15 . 106.273 (5) of the statutes is created to read:
SB746,6,424 106.273 (5) Memorandum of understanding. The department and the
25department of public instruction shall enter into a memorandum of understanding

1setting forth their respective responsibilities in administering this section. The
2memorandum of understanding shall provide that the department of workforce
3development will annually furnish funds to the department of public instruction to
4make the payments under subs. (3) and (4).

SB746,6,96 (1) Career and technical education incentive grants and completion awards.
7This act first applies to the completion of an industry-recognized certification
8program approved by the department of workforce development under section
9106.273 (2) (b) of the statutes by a student in the 2018-19 school year.
