2States for a convention to propose an amendment providing that the Supreme
3Court of the United States shall be composed of 9 justices.
AJR77,1,64 Whereas, an independent U.S. Supreme Court is an essential and fundamental
5element of the United States' system of checks and balances that protects our
6constitutional rights; and
AJR77,1,87 Whereas, the U.S. Supreme Court has been composed of a chief justice and 8
8associate justices for more than 150 years; and
AJR77,1,119 Whereas, the President of the United States and Congress should be prohibited
10from undermining the independence of the Supreme Court by changing the number
11of justices on the court; and
AJR77,1,1412 Whereas, upon application of two-thirds of the several States, Article V of the
13Constitution of the United States requires Congress to call a convention of the States
14for proposing amendments to the Constitution; now, therefore, be it

1Resolved by the assembly, the senate concurring, That the legislature of
2the State of Wisconsin hereby respectfully applies to Congress, under the provisions
3of Article V of the Constitution of the United States, for the calling of a convention
4of the States for the limited purpose of proposing an amendment to the Constitution
5of the United States providing that the Supreme Court of the United States shall be
6composed of 9 justices; and, be it further
AJR77,2,10 7Resolved, That the secretary of state of the State of Wisconsin is hereby
8directed to forward a proper authenticated copy of this resolution to the President
9of the Senate of the United States, and to the Speaker of the House of
10Representatives of the United States; and, be it further
AJR77,2,14 11Resolved, That this resolution constitutes a continuing application for a
12convention for proposing an amendment in accordance with Article V of the
13Constitution of the United States until such a convention is convened on the same
14subject or until the legislature of the State of Wisconsin rescinds this resolution.
