SB825,1,2 1An Act relating to: creating a task force on missing and murdered African
2American women and girls and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill creates a task force on missing and murdered African American
women and girls. The task force must be established by the attorney general and
must consist of members who are knowledgeable in crime victims rights or violence
protection and who work in a range of relevant positions as specified in the bill. The
task force must examine various factors that contribute to violence against African
American women and girls and submit to the appropriate standing committees of the
legislature by December 15, 2022, a report on actions that can be taken to eliminate
violence against African American women and girls.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB825,1 3Section 1. Nonstatutory provisions.
SB825,1,44 (1) Task force on missing and murdered African American women and girls.
SB825,2,3
1(a) Definition. In this subsection, “nongovernmental organization” means a
2nonprofit, nongovernmental organization that provides legal, social, or other
3community services.
SB825,2,94 (b) Membership. Within 45 days of the effective date of this paragraph, the
5attorney general shall establish a special committee under s. 15.04 (1) (c) called the
6task force on missing and murdered African American women and girls. The task
7force shall consist of the following members, who are knowledgeable in crime victims
8rights or violence protection, and who shall be appointed by and serve at the pleasure
9of the attorney general unless otherwise specified:
SB825,2,11 101. Two members of the senate, one appointed by the majority leader and one
11appointed by the minority leader.
SB825,2,13 122. Two members of the assembly, one appointed by the speaker of the assembly
13and one appointed by the minority leader.
SB825,2,14 143. Two representatives from among the following:
SB825,2,15 15a. The Wisconsin Chiefs of Police Association.
SB825,2,16 16b. The Badger State Sheriffs' Association.
SB825,2,17 17c. The division of criminal investigation within the department of justice.
SB825,2,18 184. One or more representatives from among the following:
SB825,2,19 19a. The Wisconsin District Attorneys Association.
SB825,2,20 20b. A U.S. Attorney's office in this state.
SB825,2,21 21c. A judge or attorney working in juvenile court.
SB825,2,23 225. A county coroner or representative from a statewide coroner's association or
23a representative of the department of health services.
SB825,2,24 246. Three or more representatives from among the following:

1a. A statewide or local organization that provides legal services to African
2American women and girls.
SB825,3,4 3b. A statewide or local organization that provides advocacy or counseling for
4African American women and girls who have been victims of violence.
SB825,3,6 5c. A statewide or local organization that provides nonlegal services to African
6American women and girls.
SB825,3,7 7d. The Wisconsin Coalition Against Sexual Assault.
SB825,3,8 8e. End Domestic Abuse Wisconsin.
SB825,3,9 9f. An African American woman who is a survivor of gender violence.
SB825,3,1010 (c) Operation.
SB825,3,15 111. The task force shall elect a chair and vice-chair from among the members
12of the task force and may elect other officers as necessary. The task force shall
13convene within 30 days after it is established and shall meet at least quarterly
14thereafter, or upon the call of its chair, and may hold meetings throughout the state.
15The task force shall meet sufficiently to accomplish the duties identified in par. (d).
SB825,3,19 162. The department of justice shall provide administrative support services to
17the task force. The task force may call upon any state agency or officer to assist the
18task force, and those agencies or officers shall cooperate with the task force to the
19fullest extent possible.
SB825,3,22 203. The department of administration shall reimburse members of the task force
21for their actual and necessary expenses incurred in carrying out their functions from
22the appropriation under s. 20.505 (1) (ka).
SB825,3,2323 (d) Duties.
SB825,3,24 241. The task force shall examine all of the following topics:

1a. The systemic causes behind violence that African American women and girls
2experience, including patterns and underlying factors that explain why
3disproportionately high levels of violence occur against African American women
4and girls, including underlying historical, generational, social, economic,
5institutional, and cultural factors which may contribute to the violence.
SB825,4,8 6b. Appropriate methods for tracking and collecting data on violence against
7African American women and girls, including data on missing and murdered African
8American women and girls.
SB825,4,12 9c. Policies and institutions such as policing, child welfare, coroner practices,
10and other governmental practices that impact violence against African American
11women and girls and the investigation and prosecution of crimes of gender violence
12against African American people.
SB825,4,14 13d. Measures necessary to address and reduce violence against African
14American women and girls.
SB825,4,17 15e. Measures to help victims, victims' families, and victims' communities
16prevent and heal from violence that occurs against African American women and
17girls.
SB825,4,20 182. The task force shall, by December 15, 2022, submit to the appropriate
19standing committees of the legislature in the manner provided under s. 13.172 (3)
20an annual report that includes all of the following:
SB825,4,22 21a. Proposed institutional policies and practices that are effective in reducing
22gender violence and increasing the safety of African American women and girls.
SB825,4,24 23b. Recommendations to eliminate violence against African American women
24and girls.
SB825,5,2
1c. Recommendations to help victims and communities heal from gender
2violence and violence against African American women and girls.
SB825,5,10 33. In accomplishing the tasks in subds. 1. and 2., the task force shall seek out
4and enlist the cooperation and assistance of nongovernmental organizations,
5community and advocacy organizations working with the African American
6community, and academic researchers and experts, specifically those specializing in
7violence against African American women and girls, representing diverse
8communities disproportionately affected by violence against women and girls, or
9focusing on issues related to gender violence and violence against African American
10women and girls.
SB825,5,1311 (e) Termination. The task force on missing and murdered African American
12women and girls terminates on the earlier of the date on which the report under par.
13(d) 2 . is submitted or January 1, 2023.
SB825,2 14Section 2 . Fiscal changes.

16In the schedule under s. 20.005 (3) for the appropriation to the department of justice
17under s. 20.455 (3) (a), the dollar amount for fiscal year 2021-22 is increased by
18$30,000 to operate the task force on missing and murdered African American women
19and girls. In the schedule under s. 20.005 (3) for the appropriation to the department
20of justice under s. 20.455 (3) (a), the dollar amount for fiscal year 2022-23 is
21increased by $30,000 to operate the task force on missing and murdered African
22American women and girls.
