341.14(6r)(b)6. 6. An additional fee of $20 that is in addition to the fee under subd. 3. shall be charged for the issuance or renewal of a plate issued on an annual basis for the special group specified under par. (f) 53. An additional fee of $40 that is in addition to the fee under subd. 3. shall be charged for the issuance or renewal of a plate issued on a biennial basis for the special group specified under par. (f) 53. if the plate is issued or renewed during the first year of the biennial registration period or $20 for the issuance or renewal if the plate is issued or renewed during the 2nd year of the biennial registration period. All moneys received under this subdivision in excess of the initial costs of data processing for the special group plate under par. (f) 53. or $35,000, whichever is less, shall be deposited in the children's trust fund. To the extent permitted under ch. 71, the fee under this subdivision is deductible as a charitable contribution for purposes of the taxes under ch. 71.
341.14(6r)(bg)1.1. Upon application to register an automobile, station wagon or motor home, or a motor truck, dual purpose motor home or dual purpose farm truck which has a gross weight of not more than 8,000 pounds, or a farm truck which has a gross weight of not more than 12,000 pounds, by any person who is a resident of this state and a member of the authorized special group under par. (f) 52., the department shall issue to the person special plates whose colors and design shall indicate that the vehicle is owned by a person who is a member of that special group.
341.14(6r)(bg)2. 2. An additional fee of $15 shall be charged for the initial issuance of a plate for the special group specified under par. (f) 52. To the extent permitted under ch. 71, the fee under this subdivision is deductible as a charitable contribution for purposes of the taxes under ch. 71.
341.14(6r)(bg)3. 3. Not later than 45 days after the last day of the first fiscal quarter beginning after July 9, 1996, and not later than 45 days after the last day of each fiscal quarter thereafter, ending with the 2nd fiscal quarter of the 1998-99 fiscal year, the department shall do all of the following:
341.14(6r)(bg)3.a. a. Compute the total cost to the department of designing, producing, promoting and distributing special group plates under par. (f) 52. during the preceding fiscal quarter.
341.14(6r)(bg)3.b. b. Deposit in the general fund and credit to the appropriation account under s. 20.525 (1) (gm) the amount, if any, by which fees received under subd. 2. during the preceding fiscal quarter exceeded the total cost computed under subd. 3. a., except that with respect to fees received during the 2nd fiscal quarter of the 1998-99 fiscal year, the department shall deposit the amount, if any, in the historical legacy trust fund.

341.14(6r)(c) (c) Special group plates shall display the word "Wisconsin", the name of the applicable authorized special group, a symbol representing the special group, not exceeding one position, and identifying letters or numbers or both, not exceeding 6 positions and not less than one position. The department shall specify the design for special group plates, but the department shall consult the president of the university of Wisconsin system before specifying the design for the special group plates under par. (f) 35. to 47., the secretary of natural resources before specifying the design for the special group plate under par. (f) 50. and the child abuse and neglect prevention board before specifying the design for the special group plate under par. (f) 53. Special group plates under par. (f) 50. shall be as similar as possible to regular registration plates in color and design.
341.14(6r)(d) (d) The department shall specify the word or words comprising the special group name and the symbol to be displayed upon special group plates for a group associated with a branch of the armed services or a related organization after consultation with the appropriate state or federal representative of that service or organization. Special group plates for a group associated with a branch of the armed services or a related organization shall be colored red, white and blue.
341.14(6r)(e) (e) The department shall specify one combination of colors for special group plates for groups or organizations which are not military in nature and not special group plates under par. (f) 35. to 47. and 50. The department, after consulting the president of the university of Wisconsin system, shall specify one combination of colors for special group plates under par. (f) 35. to 47. The department shall specify the word or words comprising the special group name and the symbol to be displayed upon special group plates for a group or organization which is not military in nature after consultation with the chief executive officer in this state of the group or organization, except that the department may not specify the word or words or the symbol for special group plates under par. (f) 35. to 47. unless the word or words or symbol is approved in writing by the president of the university of Wisconsin system or, with respect to endangered resources, specify the word or words or the symbol for special group plates under par. (f) 50. unless the word or words or symbol is approved in writing by the secretary of natural resources or, with respect to child abuse and neglect prevention, specify any word or words other than "Children First" or the symbol for special group plates under par. (f) 53. unless the word or words or symbol is approved in writing by the child abuse and neglect prevention board. The president may not approve the word or words or symbol for a university specified under par. (f) 35. to 47. unless the chancellor of the university approves in writing the word or words or symbol. The department shall require that the word or words and symbol for a university specified under par. (f) 35. to 47. be a registration decal or tag and affixed to the special group plate and be of the colors for a university specified under par. (f) 35. to 47. that the president of the university of Wisconsin system specifies.
341.14(6r)(f) (f) The department shall issue special group plates under this subsection for the following authorized special groups:

341.14(6r)(f)53. 53. Persons interested in obtaining a plate with the words "Children First" on it to show their support of the prevention of child abuse and neglect.
341.14(6r)(fm)1.1. In addition to the special groups specified under par. (f), any group or organization may apply to the department for designation as an authorized special group. The department shall designate any group or organization that meets all of the following criteria as an authorized special group:
341.14(6r)(fm)1.a. a. The group or organization is not organized or operated for profit.
341.14(6r)(fm)1.b. b. The group or organization is not a political committee, as defined in s. 11.01 (4), or a political group, as defined in s. 11.01 (10).
341.14(6r)(fm)1.c. c. The group or organization is not a church, a synagogue, a mosque or any organization, whether or not organized under ch. 187, that operates under a creed.
341.14(6r)(fm)1.d. d. The group or organization does not promote, practice or encourage hatred or any form of discrimination.
341.14(6r)(fm)1.e. e. The group or organization does not carry connotations offensive to good taste or decency, or that would be misleading, or in conflict with the enumeration or designation of any other authorized special group.
341.14(6r)(fm)2. 2. The application for designation as an authorized special group shall include all of the following:
341.14(6r)(fm)2.a. a. A deposit of $15,500 that shall be returned to the group or organization if the application is denied or, if the application is approved, $15 times the number of special group plates issued to members of the authorized special group in the first year of issuance of the special group plate shall be returned to the group or organization, up to a maximum of $12,000.
341.14(6r)(fm)2.b. b. A certification by the group or organization that any approvals required for use of any logo, trademark, trade name or other commercial symbol related to the group or organization have been obtained and that the group or organization shall be responsible for any licensing fees related to the word or words or the symbol on special group plates for the group or organization.
341.14(6r)(fm)2.c. c. Any other information that the department reasonably requires to determine whether the group or organization is entitled by law to designation as an authorized special group.
341.14(6r)(fm)4. 4. If the application for designation as an authorized special group is denied, the department shall promptly return the application to the group or organization, together with a notice stating the reason for the denial. All decisions of the department with respect to applications under this paragraph shall be final and not subject to judicial review under ch. 227.
341.14(6r)(fm)5. 5. The department may not assist any group or organization in the use of special group plates in any fund-raising effort by the group or organization.
341.14(6r)(fm)6. 6. The department shall establish by rule procedures for the designation of authorized special groups under this paragraph and for the issuance or the discontinuation of issuance of special group plates under this subsection to members of an authorized special group.
341.14(6r)(fm)7. 7. After October 1, 1998, additional authorized special groups may only be special groups designated by the department under this paragraph. The authorized special groups enumerated in par. (f) shall be limited solely to those special groups specified under par. (f) on October 1, 1998.
341.14(6r)(g) (g) If an individual in possession of special plates under par. (f) 33., 34. or 48. or of personalized plates under s. 341.145 (1) (c) of the same color and design as special plates under par. (f) 33., 34. or 48. does not maintain membership in the applicable authorized special group during a year which is not a plate issuance year, the individual shall do all of the following:
341.14(6r)(g)1. 1. Dispose of the special plates in a manner prescribed by the department.
