20.245 20.245 Historical society. There is appropriated to the historical society for the following programs:
20.245(1) (1)History services.
20.245(1)(a)(a) General program operations. The amounts in the schedule for general program operations of the historical society.
20.245(1)(ag) (ag) General program operations; historic sites and museum services.
Effective date note NOTE: Par. (ag) was repealed eff. 7-1-02 by 2001 Wis. Act 109.
20.245(1)(c) (c) Energy costs. The amounts in the schedule to pay for utilities and for fuel, heat, and air conditioning, and to pay costs incurred by or on behalf of the historical society under ss. 16.858 and 16.895.
20.245(1)(e) (e) Principal repayment, interest, and rebates. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the acquisition, construction, development, enlargement, or improvement of facilities of the historical society; for the payment of principal and interest costs incurred in financing the acquisition and installation of systems and equipment necessary to prepare historic records for transfer to new storage facilities; and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing this acquisition and installation.
20.245(1)(g) (g) Admissions, sales, and other receipts. All moneys received from admissions, sales, and other receipts and the amount transferred under 2001 Wisconsin Act 16, section 9125 (1mk), for general program operations.
20.245(1)(h) (h) Gifts and grants. All moneys received from gifts, grants, and bequests, to carry out the purposes for which made or received.
20.245(1)(hm) (hm) Power's Bluff County Park. The amounts in the schedule for identifying unmarked American Indian grave sites at Power's Bluff County Park. All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 18v. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.245(1)(hr) (hr) Native tribal history. The amounts in the schedule to the Merrill Historical Society for a publication of a native tribal history of the upper Wisconsin River valley. All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 18s. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.245(1)(j) (j) Self-amortizing facilities; principal repayment, interest, and rebates. A sum sufficient from the revenues received under pars. (g) and (h) to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the acquisition, construction, development, enlargement, or improvement of facilities of the historical society and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing such facilities.
20.245(1)(km) (km) Northern Great Lakes Center. The amounts in the schedule for the operation of the Northern Great Lakes Center. All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 4h. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.245(1)(ks) (ks) General program operations — service funds. All moneys received by the historical society from the historical society and from other state agencies to carry out the purposes for which received.
20.245(1)(m) (m) General program operations; federal funds. All federal funds received as authorized by the governor under s. 16.54 for the purpose of carrying out general program operations.
20.245(1)(n) (n) Federal aids. All federal funds received as authorized by the governor under s. 16.54 to aid or assist individuals and organizations.
20.245(1)(pz) (pz) Indirect cost reimbursements. All moneys received from the federal government as reimbursement of indirect costs of grants and contracts for the purposes authorized in s. 16.54 (9) (b).
20.245(1)(q) (q) Endowment. As a continuing appropriation, from the historical society trust fund, all moneys, securities, and other assets received, to carry out the purposes for which the assets are received.
20.245(1)(y) (y) Northern great lakes center; interpretive programming. From the conservation fund, the amounts in the schedule for interpretive programming at the Northern Great Lakes Center.
20.250 20.250 Medical College of Wisconsin. There is appropriated to the Medical College of Wisconsin, Inc., for the following program:
20.250(1) (1)Training of health personnel.
20.250(1)(a)(a) General program operations. The amounts in the schedule for medical education, teaching and research as provided under s. 39.155. From this appropriation, an amount of $10,091 in the 1989-90 fiscal year and annually thereafter shall be disbursed under s. 39.155 for each Wisconsin resident enrolled as a student in pursuit of a doctor of medicine (M.D.) degree who is paying full tuition. The number of Wisconsin residents enrolled at the college in each academic year to be funded under this appropriation shall be determined by multiplying the total number of students enrolled at the college by 0.56, but may not exceed 416.
20.250(1)(b) (b) Family medicine education. The amounts in the schedule for the development and operation of programs to support the recruitment and training of medical students and residents in family and community medicine.
20.250(1)(c) (c) Principal repayment, interest, and rebates; biomedical research and technology incubator. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the construction grants under s. 13.48 (31), and to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing the construction grants under s. 13.48 (31).
20.250(1)(e) (e) Principal repayment and interest. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in aiding the construction of a basic science education facility and in aiding the funding of a health information technology center.
20.250(1)(k) (k) Tobacco-related illnesses. All moneys received from the tobacco control board under s. 255.15 (3) (a) 4., for tobacco use prevention and cessation activities.
20.255 20.255 Public instruction, department of. There is appropriated to the department of public instruction for the following programs:
20.255(1) (1)Educational leadership.
20.255(1)(a)(a) General program operations. The amounts in the schedule for the improvement of curriculum, instruction and educational resources for local educational agencies and the improvement of library services. The amounts include the matching of federal funds available under applicable federal acts or programs.
20.255(1)(b) (b) General program operations; Wisconsin Educational Services Program for the Deaf and Hard of Hearing and Wisconsin Center for the Blind and Visually Impaired. The amounts in the schedule for the operation and maintenance of the facilities of the Wisconsin Educational Services Program for the Deaf and Hard of Hearing and the Wisconsin Center for the Blind and Visually Impaired, including the matching of federal funds, but not including expenses financed under par. (js).
20.255(1)(c) (c) Energy costs; Wisconsin Educational Services Program for the Deaf and Hard of Hearing and Wisconsin Center for the Blind and Visually Impaired. The amounts in the schedule to be used at the facilities of the Wisconsin Educational Services Program for the Deaf and Hard of Hearing and the Wisconsin Center for the Blind and Visually Impaired to pay for utilities and for fuel, heat and air conditioning and to pay costs incurred by or on behalf of the department under ss. 16.858 and 16.895.
20.255(1)(d) (d) Principal repayment and interest. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the acquisition, construction, development, enlargement or improvement of institutional facilities for individuals with hearing impairments under s. 115.52, individuals with visual impairments under s. 115.525 and reference and loan library facilities under s. 43.05 (11).
20.255(1)(dw) (dw) Pupil assessment. The amounts in the schedule for the costs of the examinations developed and administered under ss. 118.30 and 121.02 (1) (r).
20.255(1)(g) (g) Student activity therapy. The amounts in the schedule for the purchase of necessary materials, equipment and supplies for activity therapy. All moneys received in connection with the sale of products resulting from activity therapy at the 2 schools shall be credited to this appropriation.
20.255(1)(gb) (gb) Wisconsin Educational Services Program for the Deaf and Hard of Hearing and Wisconsin Center for the Blind and Visually Impaired; nonresident fees. All moneys received from fees charged nonresident pupils for services provided by the Wisconsin Educational Services Program for the Deaf and Hard of Hearing under s. 115.52 (3) and for services provided by the Wisconsin Center for the Blind and Visually Impaired under s. 115.525 (3) (a) 3.
20.255(1)(gh) (gh) Wisconsin Educational Services Program for the Deaf and Hard of Hearing and Wisconsin Center for the Blind and Visually Impaired; hospitalization. All moneys received on account of hospitalization under s. 115.53 (4) for the operation of the Wisconsin Educational Services Program for the Deaf and Hard of Hearing and the Wisconsin Center for the Blind and Visually Impaired.
20.255(1)(gL) (gL) Wisconsin Educational Services Program for the Deaf and Hard of Hearing and Wisconsin Center for the Blind and Visually Impaired; leasing of space. All moneys received from leasing space at the facilities of the Wisconsin Educational Services Program for the Deaf and Hard of Hearing under s. 115.52 (6) and at the Wisconsin Center for the Blind and Visually Impaired under s. 115.525 (6) for the operation and maintenance of the center and program.
20.255(1)(gs) (gs) Wisconsin Educational Services Program for the Deaf and Hard of Hearing and Wisconsin Center for the Blind and Visually Impaired; services. All moneys received from services provided by the Wisconsin Educational Services Program for the Deaf and Hard of Hearing under s. 115.52 (5) and by the Wisconsin Center for the Blind and Visually Impaired under s. 115.525 (5) for the operation and maintenance of the program and the center.
20.255(1)(gt) (gt) Wisconsin Educational Services Program for the Deaf and Hard of Hearing and Wisconsin Center for the Blind and Visually Impaired; pupil transportation. The amounts in the schedule for the weekend transportation of pupils enrolled in the school operated by the Wisconsin Educational Services Program for the Deaf and Hard of Hearing under s. 115.52 or the school operated by the Wisconsin Center for the Blind and Visually Impaired under s. 115.525 to and from their homes. All moneys received under s. 115.53 (6) shall be credited to this appropriation.
20.255(1)(hf) (hf) Administrative leadership academy. The amounts in the schedule to maintain an administrative leadership academy under s. 115.39. All moneys received from fees under s. 115.39 shall be credited to this appropriation.
20.255(1)(hg) (hg) Personnel certification, teacher supply, information and analysis and teacher improvement. The amounts in the schedule to fund certification administrative costs under s. 115.28 (7) (d) and 118.19 (10), teacher supply, information and analysis costs under s. 115.29 (5) and teacher improvement under s. 115.41. Ninety percent of all moneys received from the certification of school and public library personnel under s. 115.28 (7) (d), and all moneys received under s. 115.41, shall be credited to this appropriation.
20.255(1)(hm) (hm) Services for drivers. The amounts in the schedule for services for drivers. All moneys transferred from s. 20.435 (6) (hx) shall be credited to this appropriation, except that the unencumbered balance on June 30 of each year shall revert to the appropriation under s. 20.435 (6) (hx).
20.255(1)(i) (i) Publications. The amounts in the schedule for the publication of materials under subch. II of ch. 115. All moneys received from the sale of publications authorized by subch. II of ch. 115 shall be credited to this appropriation.
20.255(1)(im) (im) Library products and services. All moneys received from the sale of library products and services to libraries to be used to meet the costs associated with the products and services.
20.255(1)(jg) (jg) School lunch handling charges. The amounts in the schedule for the transportation, warehousing, processing and insuring of food products granted to this state by the federal government. All moneys received from contracts made under s. 115.34 (1), under which food products granted to the state by the federal government are utilized, shall be credited to this appropriation.
20.255(1)(jm) (jm) Professional services center charges. The amounts in the schedule to carry out the purposes for which the sale or use of services and inventory items are received. All moneys received from the sale or use of services and inventory items shall be credited to this appropriation.
20.255(1)(jr) (jr) Gifts, grants and trust funds. All moneys received from gifts, grants and donations to carry out the purposes for which made.
20.255(1)(js) (js) State-owned housing maintenance. The amounts in the schedule for maintenance of state-owned housing. All moneys received by the department from rentals of state-owned housing shall be credited to this appropriation.
20.255(1)(jz) (jz) School district boundary appeal proceedings. All moneys received from fees authorized to be charged under s. 117.05 (9) to pay school district boundary appeal board and appeal panel expenses.
20.255(1)(kd) (kd) Alcohol and other drug abuse program. The amounts in the schedule for the purpose of s. 115.36 (2) and the administration of s. 115.36 (3). All moneys transferred from the appropriation account under s. 20.505 (6) (j) 4. shall be credited to this appropriation account.
20.255(1)(ke) (ke) Funds transferred from other state agencies; program operations. All moneys received from other state agencies to carry out the purposes for which received.
20.255(1)(km) (km) State agency library processing center. The amounts in the schedule for the operation of the state agency library processing center. All moneys received for services relating to the operation of the center shall be credited to this appropriation.
20.255(1)(ks) (ks) Data processing. All moneys received from data processing services provided internally to be used to meet the costs associated with the services.
20.255(1)(me) (me) Federal aids; program operations. All federal moneys received as authorized under s. 16.54 to carry out the purposes for which made and received.
20.255(1)(pz) (pz) Indirect cost reimbursements. All moneys received from the federal government as reimbursement of indirect costs of grants and contracts for the purposes authorized in s. 16.54 (9) (b).
20.255(2) (2)Aids for local educational programming.
20.255(2)(ac)(ac) General equalization aids. A sum sufficient for the payment of educational aids under ss. 121.08, 121.09, 121.095, and 121.105 and subch. VI of ch. 121 equal to $4,200,945,900 in the 2002-03 fiscal year, equal to the amount determined by law in the 2003-04 fiscal year and biennially thereafter, and equal to the amount determined by the joint committee on finance under s. 121.15 (3m) (c) in the 2004-05 fiscal year and biennially thereafter.
20.255(2)(ad) (ad) Supplemental aid. The amounts in the schedule for aid to school districts under s. 115.435.
20.255(2)(b) (b) Aids for special education and school age parents programs. The amounts in the schedule for the payment of aids for special education and school age parents programs under ss. 115.88, 115.93 and 118.255.
20.255(2)(bc) (bc) Aid for children-at-risk programs and residential school planning grant. The amounts in the schedule for aid for children-at-risk programs under s. 118.153 and, in the 1999-2000 fiscal year, the residential school planning grant under 1999 Wisconsin Act 9, section 9139 (3x) (b).
20.255(2)(bh) (bh) Aid to county children with disabilities education boards. The amounts in the schedule for aid to county children with disabilities education boards under s. 121.135.
20.255(2)(cc) (cc) Bilingual-bicultural education aids. The amounts in the schedule for bilingual-bicultural education programs under subch. VII of ch. 115.
20.255(2)(cf) (cf) Alternative education grants. The amounts in the schedule for alternative education grants under s. 115.366.
20.255(2)(cg) (cg) Tuition payments; full-time open enrollment transfer payments. The amounts in the schedule for payment of tuition under subch. V of ch. 121 and full-time open enrollment transfer payments under s. 118.51 (16) (b) 2.
20.255(2)(cm) (cm) Reimbursement for school breakfast programs. As a continuing appropriation, the amounts in the schedule for reimbursement for school breakfast programs under s. 115.341.
20.255(2)(cn) (cn) Aids for school lunches and nutritional improvement. The amounts in the schedule for the payment of school lunch aids to school districts and to private schools under s. 115.34 (2) and for nutritional improvement under ss. 36.51, 38.36 and 115.345.
20.255(2)(cp) (cp) Wisconsin school day milk program. The amounts in the schedule for the Wisconsin school day milk program under s. 115.343.
20.255(2)(cr) (cr) Aid for pupil transportation. The amounts in the schedule for the payment of state aid for transportation of public and private school pupils under subch. IV of ch. 121.
20.255(2)(cs) (cs) Aid for debt service. The amounts in the schedule for aid for debt service under s. 118.43 (8).
20.255(2)(cu) (cu) Achievement guarantee contracts. The amounts in the schedule for aid to school districts and the program evaluation under s. 118.43.
20.255(2)(cv) (cv) Achievement guarantee contracts; supplement. The amounts in the schedule for aid to school districts under s. 118.43.
20.255(2)(cw) (cw) Aid for transportation; youth options program. The amounts in the schedule for the payment of state aid for the transportation of pupils attending an institution of higher education or technical college under s. 118.55 (7g).
20.255(2)(cy) (cy) Aid for transportation; open enrollment. The amounts in the schedule to reimburse parents for the costs of transportation of open enrollment pupils under ss. 118.51 (14) (b) and 118.52 (11) (b).
20.255(2)(dm) (dm) Grants for alcohol and other drug abuse prevention and intervention programs. The amounts in the schedule for grants to school districts under s. 115.361.
20.255(2)(do) (do) Grants for preschool to grade 5 programs. Subject to s. 115.45 (7), the amounts in the schedule for grants for preschool to grade 5 programs under s. 115.45.
20.255(2)(eh) (eh) Head start supplement. The amounts in the schedule for the head start supplement under s. 115.3615.
20.255(2)(em) (em) Driver education; local assistance. The amounts in the schedule to be distributed to school districts which operate driver education courses in accordance with s. 121.41 (1). The distribution shall be made to school districts upon such reports in such form and containing such information as the state superintendent of public instruction requires.
20.255(2)(fg) (fg) Aid for cooperative educational service agencies. The amounts in the schedule for a payment not to exceed $25,000 annually to each cooperative educational service agency, for the current operational expenses of these agencies and to match any federal funds received by these agencies for vocational education administration.
20.255(2)(fk) (fk) Grant program for peer review and mentoring. The amounts in the schedule for the grant program for peer review and mentoring under s. 115.405.
20.255(2)(fm) (fm) Charter schools. A sum sufficient to make the payments to charter schools and to the unified school district under s. 118.40 (2r) (e).
20.255(2)(fu) (fu) Milwaukee parental choice program. A sum sufficient to make the payments to private schools under s. 119.23 (4) and (4m).
20.255(2)(k) (k) Funds transferred from other state agencies; local aids. All moneys received from other state agencies to carry out the purposes for which received.
20.255(2)(kd) (kd) Aid for alcohol and other drug abuse programs. The amounts in the schedule for the purpose of s. 115.36 (3). All moneys transferred from the appropriation account under s. 20.505 (6) (j) 5. shall be credited to this appropriation account.
20.255(2)(kh) (kh) Head start supplement; federal block grant aids. All moneys transferred from the appropriation account under s. 20.445 (3) (md) for the head start supplement under s. 115.3615.
20.255(2)(kj) (kj) Grant to Beloit College. The amounts in the schedule for a grant to Beloit College under s. 115.28 (47). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 10t. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year reverts to the appropriation account under s. 20.505 (8) (hm).
20.255(2)(kL) (kL) Special counselor grants. The amounts in the schedule for special counselor grants under s. 115.28 (45).
