961.18(5)(5) Narcotic drugs. Any material, compound, mixture or preparation containing any of the following narcotic drugs or their salts, isomers or salts of isomers, calculated as the free anhydrous base or alkaloid, in limited quantities as follows: 961.18(5)(a)(a) Not more than 1.8 grams of codeine per 100 milliliters or per 100 grams or not more than 90 milligrams per dosage unit, with an equal or greater quantity of an isoquinoline alkaloid of opium. 961.18(5)(b)(b) Not more than 1.8 grams of codeine per 100 milliliters or per 100 grams or not more than 90 milligrams per dosage unit, with one or more active, nonnarcotic ingredients in recognized therapeutic amounts. 961.18(5)(e)(e) Not more than 1.8 grams of dihydrocodeine per 100 milliliters or per 100 grams or not more than 90 milligrams per dosage unit, with one or more active, nonnarcotic ingredients in recognized therapeutic amounts. 961.18(5)(f)(f) Not more than 300 milligrams of ethylmorphine per 100 milliliters or per 100 grams or not more than 15 milligrams per dosage unit, with one or more ingredients in recognized therapeutic amounts. 961.18(5)(g)(g) Not more than 500 milligrams of opium per 100 milliliters or per 100 grams, or not more than 25 milligrams per dosage unit, with one or more active, nonnarcotic ingredients in recognized therapeutic amounts. 961.18(5)(h)(h) Not more than 50 milligrams of morphine per 100 milliliters or per 100 grams with one or more active, nonnarcotic ingredients in recognized therapeutic amounts. 961.18(5m)(5m) Narcotic drugs not limited by quantity. Any material, compound, mixture, or preparation containing any of the following narcotic drugs, including any of their salts, isomers and salts of isomers that are theoretically possible within the specific chemical designation: 961.18(6)(6) Exceptions. The controlled substances board may except by rule any compound, mixture or preparation containing any stimulant or depressant substance included in sub. (2m) or (3) from the application of all or any part of this chapter if the compound, mixture or preparation contains one or more active medicinal ingredients not having a stimulant or depressant effect on the central nervous system, and if the admixtures are included therein in combinations, quantity, proportion or concentration that vitiate the potential for abuse of the substances which have a stimulant or depressant effect on the central nervous system. 961.18(7)(7) Anabolic steroids. Unless specifically excepted or listed in another schedule, any material, compound, mixture, or preparation containing any quantity of any of the following anabolic steroids, including any of their esters, ethers, isomers, esters or ethers of isomers, salts and salts of esters or ethers, isomers and esters or ethers of isomers that are theoretically possible within the specific chemical designation, except that such terms do not include an anabolic steroid that is expressly intended for administration through implants to cattle or other nonhuman species and that has been approved by the secretary of health and human services for such administration, and if any person prescribes, dispenses, or distributes such steroid for human use, the person shall be considered to have prescribed, dispensed, or distributed an anabolic steroid within the meaning of this section: 961.18(7)(b)(b) 1-androstenediol (3beta,17beta-dihydroxy-5alpha-androst-1-ene; 3alpha,17beta-dihydroxy-5alpha-androst-1-ene). 961.18(7)(eg)(eg) 4-chlorotestosterone, which is also called clostebol. 961.18(7)(fr)(fr) 4-dihydrotestosterone, which is also called stanolone. 961.18(7)(h)(h) Formebulone, which is also called fromebolone. 961.18(7)(jg)(jg) Methandienone, which is also called methandrostenolone. 961.18(7)(kr)(kr) 17alpha-methyl-3beta, 17beta-dihydroxy-5alpha-androstane. 961.18(7)(L)(L) 17alpha-methyl-3alpha,17beta-dihydroxy-5alpha-androstane. 961.18(7)(Lg)(Lg) 17alpha-methyl-3beta,17beta-dihydroxyandrost-4-ene. 961.18(7)(ng)(ng) 17alpha-methyl-delta1-dihydrotestosterone, which is also called 17-alpha-methyl-1-testosterone. 961.18(7)(o)(o) 19-nor-4-androstenediol (3beta, 17beta-dihydroxyestr-4-ene; 3alpha, 17beta-dihydroxyestr-4-ene). 961.18(7)(og)(og) 19-nor-5-androstenediol (3beta, 17beta-dihydroxyestr-5-ene; 3alpha, 17beta-dihydroxyestr-5-ene). 961.18(7)(p)(p) 19-nor-4-androstenedione (estr-4-en-3,17-dione). 961.18(7)(pg)(pg) 19-nor-5-androstenedione (estr-5-en-3,17-dione). 961.18 HistoryHistory: 1971 c. 219; 1981 c. 6; 1981 c. 206 ss. 32 to 40, 57; 1995 a. 448 ss. 181 to 200, 475, 476; Stats. 1995 s. 961.18; 1997 a. 220; 2009 a. 180; 2013 a. 351; ss. 961.19961.19 Schedule IV tests. 961.19(1m)(1m) The controlled substances board shall add a substance to schedule IV upon finding that: 961.19(1m)(a)(a) The substance has a low potential for abuse relative to substances included in schedule III; 961.19(1m)(b)(b) The substance has currently accepted medical use in treatment in the United States; and 961.19(1m)(c)(c) Abuse of the substance may lead to limited physical dependence or psychological dependence relative to the substances included in schedule III. 961.19(2m)(2m) The controlled substances board may add a substance to schedule IV without making the findings required under sub.
