20.465(1)(m)(m) Federal aid. All moneys received from the United States pursuant to any act of congress or pursuant to federal authority for the improvement, repair, maintenance or operation of state-owned or state-controlled armories or other military property.
20.465(1)(pz)(pz) Indirect cost reimbursements. All moneys received from the federal government as reimbursement of indirect costs of grants and contracts for the purposes authorized in s. 16.54 (9) (b).
20.465(2)(2)Guard members’ benefits.
20.465(2)(a)(a) Tuition grants. A sum sufficient for the payment of tuition grants to members of the Wisconsin national guard under s. 321.40 (3).
20.465(2)(r)(r) Military family relief. All moneys received from the military family relief fund for the payment of financial aid to service members and their families under s. 321.45 and for all of the administrative costs that the department incurs in making those payments.
20.465(3)(3)Emergency management services.
20.465(3)(a)(a) General program operations. The amounts in the schedule for the general program operations of the division of emergency management.
20.465(3)(am)(am) Worker’s compensation for local unit of government volunteers. A sum sufficient to reimburse local units of government, as provided in s. 323.42 (4).
20.465(3)(b)(b) State disaster assistance. The amounts in the schedule to provide payments under s. 323.31 for damages and costs incurred as the result of a disaster.
20.465(3)(bm)(bm) Statewide public safety interoperable communication system. As a continuing appropriation, the amounts in the schedule to develop and operate a statewide public safety interoperable communication system.
20.465(3)(c)(c) Grant program for public safety interoperable communication system upgrades. The amounts in the schedule to provide grants for public safety interoperable communication system upgrades.
20.465(3)(dd)(dd) Regional emergency response teams. The amounts in the schedule for payments to regional emergency response teams under s. 323.70 (2).
20.465(3)(df)(df) Regional emergency response grants. As a continuing appropriation, the amounts in the schedule to pay grants under s. 323.70 (6m) for the replacement of equipment used in emergency responses to releases of hazardous substances.
20.465(3)(dm)(dm) Mobile field force grants. As a continuing appropriation, the amounts in the schedule for grants awarded under s. 323.62 to local law enforcement agencies.
20.465(3)(dn)(dn) Division of emergency management; pre-disaster flood resilience grants. Biennially, the amounts in the schedule for pre-disaster flood resilience grants.
20.465(3)(dp)(dp) Emergency response equipment. The amounts in the schedule for grants for the costs of computers and emergency response equipment under s. 323.61 (2) (br).
20.465(3)(dr)(dr) Emergency response supplement. As a continuing appropriation, the amounts in the schedule to be used for response costs of a regional emergency response team that are not reimbursed from the appropriation under s. 20.465 (3) (jt) and for response costs of a local agency that are not reimbursed under s. 323.71 (4).
20.465(3)(dt)(dt) Emergency response training. Biennially, the amounts in the schedule for the division of emergency management to provide training for emergency response to releases of hazardous substances.
20.465(3)(dv)(dv) Urban search and rescue task force. As a continuing appropriation, the amounts in the schedule for training, equipment, and administrative costs for an urban search and rescue task force under s. 323.72.
20.465(3)(e)(e) Disaster recovery aid; public health emergency quarantine costs. A sum sufficient to pay the state share of grants to individuals, to make payments to local governments as defined in 42 USC 5122 (6) under federal disaster recovery programs as authorized in s. 323.30, and to reimburse local health departments under s. 252.06 (10) (c) 2.
20.465(3)(f)(f) Civil air patrol aids. The amounts in the schedule to provide assistance to the civil air patrol under s. 323.13 (1) (e).
20.465(3)(g)(g) Program services. All moneys received for conferences, training, and other services provided by the division of emergency management and all moneys received from assessments and contributions under s. 323.13 (2) (f) and (g), for conferences, training, and other services provided by the division of emergency management and for expenses incurred under s. 323.13 (2) (f) and (g).
20.465(3)(h)(h) Interstate emergency assistance. The amounts in the schedule to provide assistance under s. 323.80. All moneys received under s. 323.80 (9) as reimbursement from other states and territories for any losses, damages, or expenses incurred when the division of emergency management provides assistance under s. 323.80 shall be credited to this appropriation account.
20.465(3)(hm)(hm) Urban search and rescue task force supplement. As a continuing appropriation, the amounts in the schedule to be used for response costs of a local agency for an urban search and rescue task force deployment under s. 323.72 (1) and for reimbursement to a local agency for any increase in contributions for duty disability premiums under s. 40.05 (2) (aw) for employees who receive duty disability benefits under s. 40.65 because of an injury incurred while performing duties as a member of an urban search and rescue task force under a contract under s. 323.72 (1). All moneys received under s. 323.72 (3) as reimbursement for expenses incurred for an urban search and rescue task force response shall be credited to this appropriation account.
20.465(3)(i)(i) Emergency planning and reporting; administration. From the moneys received by the division of emergency management from fees assessed under s. 323.60 (7), the amounts in the schedule for emergency planning, notification and response and reporting activities under s. 323.60 and administration of the grant program under s. 323.61.
20.465(3)(j)(j) Division of emergency management; gifts and grants. All moneys received as gifts and grants by the division of emergency management, to be used for the purposes for which made.
20.465(3)(jm)(jm) Division of emergency management; emergency planning grants. All moneys received by the division of emergency management from fees assessed under s. 323.60 (7), except moneys appropriated under par. (i) for the payment of grants under s. 323.61, except grants under s. 323.61 (2) (br).
20.465(3)(jt)(jt) Regional emergency response reimbursement. All moneys received by the division of emergency management under s. 323.70 (4) for reimbursement of regional emergency response teams under s. 323.70 (3), and for reimbursement to a local agency for any increase in contributions for duty disability premiums under s. 40.05 (2) (ax) for employees who receive duty disability benefits under s. 40.65 because of an injury incurred while performing duties as a member of a regional emergency response team under a contract under s. 323.70 (2). All moneys received under s. 323.70 (4) as reimbursement for expenses incurred for a regional emergency response team response shall be credited to this appropriation account.
20.465(3)(ke)(ke) Interagency and intra-agency assistance. All moneys received from the department or any other state agency regarding emergency management services and interoperability to carry out the purposes for which received.
20.465(3)(km)(km) Interoperable communications system. The amounts in the schedule to operate a statewide public safety interoperable communication system. All moneys transferred from the appropriation account under s. 20.505 (1) (id) 2. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall be transferred to the appropriation account under s. 20.505 (1) (id).
20.465(3)(ks)(ks) Public safety interoperable communication system; state fees. The amounts in the schedule to operate a statewide public safety interoperable communication system. All moneys received from public safety agencies that are state agencies as fees under s. 323.29 (3) (b) 1. shall be credited to this appropriation account.
20.465(3)(L)(L) Public safety interoperable communication system; general usage fees. The amounts in the schedule to operate a statewide public safety interoperable communication system. All moneys received from users as fees under s. 323.29 (3) (b) 2. shall be credited to this appropriation account.
20.465(3)(m)(m) Federal aid, state operations. All moneys received from the federal government, as authorized by the governor under s. 16.54, for state operations.
20.465(3)(mb)(mb) Federal aid, homeland security. All moneys received from the federal government, as authorized by the governor under s. 16.54, for homeland security programs.
20.465(3)(n)(n) Federal aid, local assistance. All moneys received from the federal government, as authorized by the governor under s. 16.54, for local assistance.
20.465(3)(o)(o) Federal aid, individuals and organizations. All moneys received as federal aid, as authorized by the governor under s. 16.54, for aids to individuals and organizations.
20.465(3)(q)(q) Interoperability council. From the 911 fund, the amounts in the schedule for general program operations of the interoperability council.
20.465(3)(qm)(qm) Next Generation 911. Biennially, from the 911 fund, the amounts in the schedule for the department to make and administer contracts under s. 256.35 (3s) (b), to annually provide $18,000,000 in grants under s. 256.35 (3s) (bm), to annually provide $6,000,000 in grants under s. 256.35 (3s) (br), and for the 911 subcommittee to administer its duties under s. 256.35 (3s) (d).
20.465(3)(qs)(qs) Grant program for incumbent local exchange carriers. Biennially, from the 911 fund, the amounts in the schedule for the department to provide grants under s. 256.35 (3s) (bx).
20.465(3)(r)(r) Division of emergency management; petroleum inspection fund. From the petroleum inspection fund, the amounts in the schedule for the payment of emergency planning grants under s. 323.61.
20.465(3)(s)(s) State disaster assistance; petroleum inspection fund. From the petroleum inspection fund, as a continuing appropriation, the amounts in the schedule to provide payments for damages and costs incurred as the result of a disaster.
20.465(3)(t)(t) Emergency response training — environmental fund. Biennially, from the environmental fund, the amounts in the schedule for the division of emergency management to provide training for emergency response to releases of hazardous substances.

20.465(4)(h)(h) Gifts and grants. All moneys received from gifts or grants to carry out the purposes for which the gift or grant was made.
20.465(4)(ka)(ka) Challenge Academy program; public instruction funds. All moneys received from the department of public instruction under s. 121.095, for the operation of the Challenge Academy program under s. 321.03 (1) (c).
20.465(4)(m)(m) Federal aid. All moneys received from the federal government for services to disadvantaged youth, to be expended for the purposes specified.
20.47520.475District attorneys. There is appropriated to the department of administration for the following programs:

20.475(1)(d)(d) Salaries and fringe benefits. The amounts in the schedule for salaries and fringe benefits of district attorneys and state employees of the office of the district attorney and for payments under s. 978.045 (2).
20.475(1)(em)(em) Salary adjustments. The amounts in the schedule to fund the costs of salary adjustments for deputy and assistant district attorneys provided under s. 230.12 (10).
20.475(1)(h)(h) Gifts and grants. All moneys received as gifts, grants or bequests to carry out the purposes for which received.
20.475(1)(i)(i) Other employees. The amounts in the schedule to reimburse Milwaukee County for the costs of clerks necessary for the prosecution of violent crime cases under s. 978.13 (1) (c), clerks providing clerical services under s. 978.13 (1) (b) to prosecutors handling cases involving felony violations under ch. 961, and clerks providing clerical services under s. 978.13 (1) (d) to prosecutors handling cases involving the unlawful possession or use of firearms. All moneys received under s. 814.86 (1m) shall be credited to this appropriation account.
20.475(1)(k)(k) Interagency and intra-agency assistance. All moneys received from any state agency for the administration of the programs or projects for which received.
20.475(1)(km)(km) Deoxyribonucleic acid evidence activities. The amounts in the schedule for deoxyribonucleic acid evidence activities. All moneys transferred to this appropriation account from the appropriation account under s. 20.455 (2) (Lp) shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.455 (2) (Lp).
20.475(1)(m)(m) Federal aid. All moneys received as federal aid as authorized by the governor under s. 16.54.
20.48520.485Veterans affairs, department of. There is appropriated to the department of veterans affairs for the following programs:
20.485(1)(1)Veterans homes.
20.485(1)(a)(a) Aids to indigent veterans. The amounts in the schedule for the payment of assistance to indigent veterans under s. 45.43 to enable the veterans to reside at the Wisconsin Veterans Home at Union Grove.
20.485(1)(e)(e) Lease rental payments. A sum sufficient to pay the rentals required to be made on facilities under leases entered into under s. 45.03 (5).
20.485(1)(f)(f) Principal repayment and interest. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the acquisition, construction, development, enlargement, or improvement of facilities provided under s. 20.866 (2) (x) and (z) and to make payments under an agreement or ancillary arrangement entered into under s. 18.06 (8) (a).
20.485(1)(g)(g) Home exchange. All moneys received from the sale of products authorized by s. 45.51 (7), for the purchase of the necessary materials, supplies, and equipment for the operation of the home exchange, and compensation for members’ labor.
20.485(1)(gd)(gd) Veterans home cemetery operations. All moneys received from the estate of the decedents under s. 45.61 (5) for the burial of veterans and non-veterans in a Wisconsin veterans cemetery under s. 45.61 (1), to be used for that purpose.
20.485(1)(gf)(gf) Veterans home member care. All moneys received under s. 341.14 (6r) (b) 15. for the care of the members of the Wisconsin veterans homes under s. 45.50.
20.485(1)(gk)(gk) Institutional operations. The amounts in the schedule for the care of the members of the Wisconsin veterans homes under s. 45.50, for the payment of stipends under s. 45.50 (2m) (f), for the transfer of moneys to the appropriation account under s. 20.435 (4) (ky) for payment of the state share of the medical assistance costs related to the provision of stipends under s. 45.50 (2m) (f), for the payment of assistance to indigent veterans under s. 45.43 to allow them to reside at the Wisconsin Veterans Home at Union Grove, for the transfer of moneys to the appropriation accounts under pars. (kc) and (kj), for the transfer of moneys in an amount up to $10,000,000 to the appropriation account under par. (ks), and for the payment of grants under s. 45.82. Not more than 1 percent of the moneys credited to this appropriation account may be used for the payment of assistance to indigent veterans under s. 45.43. All moneys received under par. (m) and s. 45.51 (7) (b) and (8) and all moneys received for the care of members under medical assistance, as defined in s. 49.43 (8), shall be credited to this appropriation account. Except for the moneys transferred under this paragraph to the appropriation account under par. (kc), no moneys may be expended from this appropriation for the purposes specified in par. (kc).
20.485(1)(go)(go) Self-amortizing facilities; principal repayment and interest. From the moneys received for providing housing services at Wisconsin veterans homes under s. 45.50 and the Northern Wisconsin Center for the Developmentally Disabled, a sum sufficient to reimburse s. 20.866 (1) (u) for the principal and interest costs incurred in acquiring, constructing, developing, enlarging or improving facilities at Wisconsin veterans homes under s. 45.50 and the Northern Wisconsin Center for the Developmentally Disabled, to make the payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing such facilities, and to make payments under an agreement or ancillary arrangement entered into under s. 18.06 (8) (a).
20.485(1)(h)(h) Gifts and bequests. All moneys received under s. 45.51 (10) and (11), or any moneys received by gifts or bequests, to carry out the purposes of ss. 45.50 and 45.51.
20.485(1)(i)(i) State-owned housing maintenance. All moneys received by the department from rentals of state-owned housing at Wisconsin veterans homes for maintenance of state-owned housing at Wisconsin veterans homes under s. 45.50.
20.485(1)(kc)(kc) Electric energy derived from renewable resources. The amounts in the schedule for the premium cost incurred for the generation or purchase of electric energy derived from renewable resources under s. 16.75 (12). All moneys transferred from the appropriation account under par. (gk) shall be credited to this appropriation account.
20.485(1)(kj)(kj) Grants for fire and emergency medical services. Biennially, the amounts in the schedule for the payment of grants to fire districts, cities, villages, and towns for fire and emergency medical services under s. 45.58. All moneys transferred from the appropriation account under par. (gk) shall be credited to this appropriation account.
20.485(1)(ks)(ks) Emergency mitigation. All moneys transferred from the appropriation account under par. (gk) to pay costs that are incurred by the state veterans homes in response to or in preparation for an emergency as provided under s. 45.50 (12).
20.485(1)(m)(m) Federal aid; care at veterans homes. All moneys received from the federal government for care of veterans of any war or military expedition of the United States who have been admitted to and cared for at Wisconsin veterans homes under s. 45.50. The net revenues accruing under this paragraph shall be credited to the appropriation under par. (gk).
20.485(1)(mn)(mn) Federal projects. All moneys received from the federal government for specific veterans programs other than for the care of veterans at the Wisconsin Veterans Home at King and veterans facilities, for such purposes.
20.485(1)(t)(t) Veterans homes member accounts. From the Wisconsin veterans homes members fund, all moneys received under s. 25.37 to make payments as provided under s. 45.51 (8), (10), and (11).
20.485(2)(2)Loans and aids to veterans. From the veterans trust fund or from other funds if so indicated:
20.485(2)(g)(g) Consumer reporting agency fees. From the general fund, all moneys received from consumer reporting agencies under s. 45.04 (7) for the purpose of providing information to those agencies under s. 45.04 (7).
20.485(2)(h)(h) Public and private receipts. All moneys received from counties, municipalities, and private agencies for facilities, materials, or services provided by the department to pay for expenses associated with those facilities, materials, or services.
20.485(2)(kg)(kg) American Indian services coordinator. The amounts in the schedule for an American Indian veterans benefits services coordinator position. All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 13g. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.485(2)(km)(km) American Indian grants. The amounts in the schedule for grants to American Indian tribes and bands under s. 45.82 (4). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 13m. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
20.485(2)(m)(m) Federal payments; veterans assistance. All moneys received from the federal government for assistance to veterans and their dependents to be expended for the purposes specified or for the use of department facilities to be expended for any purpose authorized by law.
20.485(2)(qm)(qm) Veterans employment and entrepreneurship grants. The amounts in the schedule for the payment of veterans employment and entrepreneurship grants under s. 45.437.
20.485(2)(qs)(qs) Veterans outreach and recovery program. Biennially, the amounts in the schedule to provide outreach, mental health services, and support under s. 45.48.
20.485(2)(rm)(rm) Veterans assistance programs. Biennially, the amounts in the schedule for general program operations of the veterans assistance program under s. 45.43 and for grants under s. 45.03 (13) (j).
20.485(2)(rn)(rn) Fish and game vouchers. Biennially, the amounts in the schedule for reimbursements to the department of natural resources under s. 29.1945 (2).
20.485(2)(rp)(rp) Veterans assistance program receipts. All moneys received from fees under s. 45.43 (2) for the provision of assistance to veterans under s. 45.43 (1).
20.485(2)(s)(s) Transportation payment. The amounts in the schedule to provide transportation services payments and grants under ss. 45.41 (4) and 45.83.
20.485(2)(sm)(sm) Military funeral honors. A sum sufficient to provide military funeral honors for veterans under s. 45.60.
20.485(2)(tf)(tf) Veterans tuition reimbursement program. Biennially, the amounts in the schedule for the veterans tuition reimbursement program under s. 45.20 (2). Notwithstanding s. 20.001 (3) (a), the department may encumber moneys under this appropriation for the biennium up to 60 days after the end of that biennium if an estimate is first submitted to the department of administration showing the amounts that will be encumbered during that 60-day period.
