To the Honorable, the Legislature:
On behalf of the Department of Health and Family Services, I am transmitting Wisconsin's Child Abuse and Neglect Report for Calendar Year 2004.
A1130 Governor Jim Doyle and the Department place a high priority on keeping children safe in their own homes and providing appropriate, timely services when children must be removed to keep them safe. Throughout 2004 and 2005, the Department continued to partner with county and tribal child welfare agencies, as well as advocates and private sector providers to implement our Program Enhancement Plan (PEP) in order to strengthen the policies and practices that child welfare staff use to respond to abused and neglected children. Governor Doyle also implemented a number of initiatives in 2005 to enhance child welfare services highlighted in his KidsFirst agenda, including the opening of the Foster Care and Adoption Resource Center, implementation of the Milwaukee Ombudsman Program and a statewide increase in rates for foster parents. All of these activities will result in improved services for children and families into the future.
We look forward to working with you in the upcoming legislative session as we identify ways to assure children grow up safe, healthy and successful in strong families. We appreciate your support for this important work.
