301.068 (3m); and to create
301.068 (3m) of the statutes; 2relating to: grants for community services to reduce recidivism and making

This bill requires the Department of Corrections to award grants to local
workforce development boards to provide community services to reduce recidivism
and to improve opportunities for offenders to successfully complete their terms of
probation, parole, and extended supervision. This bill increases the appropriation
by $500,000 per fiscal year in the 2015-17 fiscal biennium and sunsets the grant
program on June 30, 2018.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
301.068 (3m) of the statutes is created to read:
From the appropriation under s. 20.410 (1) (ds), the department 6
shall award grants to local workforce development boards established under 29 USC
to provide services under this section. The department shall establish a 2
competitive process to award the grants and shall establish criteria and selection 3
301.068 (3m) of the statutes, as created by 2015 Wisconsin Act .... 5
(this act), is repealed.
(1) The dollar amount increases under Section
4 (1) of this act may not result 8
in a reallocation of funding under section 301.068 of the statutes. The department 9
of corrections shall maintain the spending percentages allocated per program as are 10
in effect on the effective date of this subsection.
In the schedule under section 20.005 (3) of the statutes for the appropriation 13
to the department of corrections under section 20.410 (1) (ds) of the statutes, as 14
affected by the acts of 2015, the dollar amount for fiscal year 2015-16 is increased 15
by $500,000 to fund grants under section 301.068 of the statutes. In the schedule 16
under section 20.005 (3) of the statutes for the appropriation to the department of 17
corrections under section 20.410 (1) (ds) of the statutes, as affected by the acts of 18
2015, the dollar amount for fiscal year 2016-17 is increased by $500,000 to fund 19
grants under section 301.068 of the statutes.
This act takes effect on the day after publication, 21
except as follows:
The repeal of section 301.068 (3m) of the statutes takes effect on June 30, 23
