Dear Senate President Risser and Assembly Speaker Fitzgerald:
Pursuant to §234.165 (2)(b), Wis. Stats., the Wisconsin Housing and Economic Development Authority (WHEDA) has submitted its 2012-13 report, Dividends for Wisconsin, which outlines the Authority's plan for expending or encumbering Fiscal Year 2012 unencumbered general reserves. I submit this plan to you for final legislative approval.
WHEDA certifies that $8,887,000 is available in dividends for 2012-13. Their plan, unanimously approved by the WHEDA Board, places the highest priority on economic development and job creation activities. It also provides funding for special housing for persons in crisis and the transfer of $900,000 to the general fund as required by 2011 Wisconsin Act 32.

The Groundwater Coordinating Council (GCC) is pleased to release its 2012 Report to the Legislature. The GCC was formed in 1984 to help state agencies coordinate non-regulatory activities and exchange information on groundwater. For the past 28 years, the GCC has served as a model for interagency coordination and cooperation among state agencies, the Governor, local and federal government, and the university. It is one of the few groups in the nation to effectively coordinate groundwater activities in its state from an advisory position.
A1042 This report summarizes and provides links to information on GCC and agency activities related to groundwater protection and management in FY12 (July 1, 2011 to June 30, 2012). The links also provide information on the condition of the groundwater resource. At the end of this report are the GCC's recommendations titled Directions for Future Groundwater Protection. The attached report is submitted to the Legislature pursuant to s. 46.27 (11g) and s. 46.277 (5m) of the Wisconsin statutes which require the Department of Health Services to submit an annual report for the Community Options Program (COP) and the Home and Community-Based Waivers (COP-W/CIP II). The attached report describes the persons served, program expenditures, and services delivered through the COP, COP-Waiver and CIP II programs in calendar year 2010.
The Community Options Program provides services to people who are elderly or who have a physical, developmental or mental disability. It is closely coordinated with all of Wisconsin's Medicaid Home mid Community-Based Waivers. With the Department's oversight, county agencies are able to ensure that a comprehensive and individualized care plan is provided, while maintaining program flexibility and integrity, and maximizing federal matching funds.
