SB2,103,7 7(4d) Study and report regarding truck size and weight limits.
SB2,103,12 8(a) The department of transportation shall contract for a study of Wisconsin's
9truck size and weight limit laws, to identify changes in those laws that would have
10a net benefit to Wisconsin's economy, when considering the costs of protecting
11highway infrastructure and safety, and the benefits that would result from reducing
12the cost of truck transportation.
SB2,103,16 13(b) The consultant that undertakes the study under this subsection shall
14review those vehicle configurations, changes in seasonal restrictions, and other
15policy issues that were found to have a net benefit in the cost-benefit analysis in the
16Minnesota truck size and weight project final report that was issued in June 2006.
SB2,104,2 17(c) The department of transportation shall appoint an advisory committee
18under section 227.13 of the statutes to assist in the review and report required under
19this subsection. The advisory committee shall include representation from the
20department of commerce and local governmental units, trucking companies,
21industries and small businesses that depend on truck transport, enforcement
22agencies, and other groups and individuals that are interested in and knowledgeable
23about truck size and weight limits. All advisory committee members may present
24written commentary on or dissenting views from the report and the department of

1transportation shall incorporate that commentary and any dissents into the final
2report.
SB2,104,6 3(d) The consultant that undertakes the study under this subsection shall
4prepare a report on the results of its study. The department of transportation shall
5submit the report to the legislature in the manner provided under section 13.172 (3)
6of the statutes, no later than January 1, 2009.
SB2,104,8 7(4m) Study and report regarding routing of state highways in the city of
8Ripon.
SB2,104,10 9(a) The department of transportation shall conduct a study of a proposal to
10reroute the following state highways through the city of Ripon:
SB2,104,11 111. STH 23, on Berlin Road, Oshkosh Street, and Douglas Street.
SB2,104,12 122. STH 44, on CTH "KK" and Douglas Street.
SB2,104,13 133. STH 49, on CTH "KK," Douglas Street, Oshkosh Street, and Berlin Road.
SB2,104,16 14(b) The department of transportation shall prepare a report summarizing the
15results of the study under paragraph (a) and present that report to the joint
16committee on finance by June 30, 2008.
SB2,104,22 17(5i) State trunk highway addition study. The department of transportation
18shall, under section 84.295 (2) of the statutes, study whether Tolles Road in Rock
19County should be added to the state trunk highway system as an extension to STH
20138, and, by June 30, 2008, submit a report presenting the results of that study to
21the governor, and to the legislature in the manner provided under section 13.172 (2)
22of the statutes.
SB2,105,2 23(6i) USH 14 project in Rock County and Walworth County. The department
24of transportation shall complete, during the 2007-09 fiscal biennium, the pavement

1resurfacing project on USH 14 between CTH "O" and STH 89 in Rock and Walworth
2counties.
SB2,105,5 3(6j) I 43 project in Rock County. The department of transportation shall
4complete, during the 2007-09 fiscal biennium, the pavement rehabilitation project
5on I 43 between I 39/90 and STH 140 in Rock County.
SB2,105,6 6(7c) Impaired motorcycle riding campaign grants.
SB2,105,11 7(a) Subject to federal approval as provided in paragraph (e), the department
8of transportation shall award a grant of $75,000 in each fiscal year of the 2007-09
9fiscal biennium to a motorcycling organization that is composed primarily of
10motorcycle riders, that includes the promotion of motorcycle safety as one of its
11objectives, and that has statewide membership.
SB2,105,15 12(b) Any grant awarded under paragraph (a) shall be used to conduct a
13"rider-to-rider" campaign to reduce impaired motorcycle riding by educating
14motorcyclists about the dangers of impaired motorcycle riding, with the goal of
15reducing the number of motorcycle accidents, injuries, and fatalities.
SB2,105,20 16(c) After the department of transportation has selected a grant recipient for a
17grant awarded under paragraph (a), the department may not distribute the grant
18funds to the grant recipient until the grant recipient provides to the department a
19proposed budget for use of the grant funds in a manner consistent with paragraph
20(b).
SB2,105,24 21(d) As a condition of receiving grant funds under this subsection, a grant
22recipient shall provide the department of transportation with an audited financial
23statement of its use of the grant funds, prepared in accordance with generally
24accepted accounting principles.

1(e) In any highway safety performance plan that the department of
2transportation submits to the federal department of transportation for federal fiscal
3year 2008 and for federal fiscal year 2009, the state department of transportation
4shall include a proposal to spend $75,000, in that portion of each federal fiscal year
5that coincides with the state fiscal year, to fund an impaired motorcycle riding
6campaign, as described in paragraphs (a) to (d). If this proposal is approved by the
7federal department of transportation, the department of transportation shall award
8the grant under paragraph (a), for the fiscal year for which the proposal is approved,
9from the appropriation account under section 20.395 (5) (dy) of the statutes within
103 months of this approval.
SB2,106,13 11(7j) Tourist-oriented directional signs on I 94 in Milwaukee County. (a) In
12this subsection, "Marquette interchange reconstruction project" means the project
13identified in section 84.014 (3) of the statutes.
SB2,106,19 14(b) The department of transportation shall erect and maintain, until the
15completion of the Marquette interchange reconstruction project or until July 1, 2010,
16whichever occurs first, temporary tourist-oriented directional signs at or near the
17location of the Marquette interchange reconstruction project that provide driving
18directions to the attractions specified in section 86.196 (6) of the statutes, as created
19by this act.
SB2,107,3 20(8b) Village of Footville walking trail project. In the 2007-09 fiscal
21biennium, from the appropriation under section 20.395 (2) (nx) of the statutes, the
22department of transportation shall award a grant under section 85.026 (2) of the
23statutes to the village of Footville in Rock County for a walking trail paving project
24if the department determines that the project is eligible for federal transportation
25enhancements funds and if the village of Footville applies for the grant and

1contributes funds for the project that total at least 20 percent of the costs of the
2project. The amount of the grant awarded under this subsection shall be $15,000 or
380 percent of the total cost of the walking trail paving project, whichever is less.
SB2,107,13 4(8i) City of Whitewater multiuse trail project. In the 2007-09 fiscal
5biennium, from the appropriation under section 20.395 (2) (nx) of the statutes, the
6department of transportation shall award a grant under section 85.026 (2) of the
7statutes to the city of Whitewater in Walworth County for a project extending the
8multiuse trail to Willis Ray Road if the department determines that the project is
9eligible for federal transportation enhancement funds and if the city of Whitewater
10applies for the grant and contributes funds for the project that total at least 20
11percent of the costs of the project. The amount of the grant awarded under this
12subsection shall be $150,000 or 80 percent of the total cost of the multiuse trail
13extension project, whichever is less.
SB2,107,17 14(8n) Oregon bypass project. The department of transportation shall, in the
152007-09 fiscal biennium, complete the Oregon bypass project on USH 14 in Dane
16County, which project includes the reconstruction of 2 existing lanes and the
17construction of 2 new lanes from CTH "MM" to STH 138.
SB2,108,2 18(9b) Red Bridge restoration project in town of Armstrong Creek. In the
192007-09 fiscal biennium, from the appropriation under section 20.395 (2) (nx) of the
20statutes, the department of transportation shall award a grant under section 85.026
21(2) of the statutes to the town of Armstrong Creek in Forest County for the historical
22restoration project involving the Red Bridge over Armstrong Creek if the department
23determines that the project is eligible for federal transportation enhancement funds
24and if the town of Armstrong Creek applies for the grant and contributes funds for
25the project that total at least 20 percent of the costs of the project. The amount of the

1grant awarded under this subsection shall be $50,000 or 80 percent of the total cost
2of this historical restoration project, whichever is less.
SB2,108,10 3(9c) West Allis crosstown bike trail project. In the 2007-09 fiscal biennium,
4from the appropriation under section 20.395 (2) (kx) of the statutes, the department
5of transportation shall award a grant under section 85.245 (1) of the statutes in the
6amount of $800,000 to the city of West Allis in Milwaukee County for the construction
7of the West Allis crosstown bike trail if the department determines that the project
8is eligible for federal congestion mitigation and air quality improvement funds and
9if the city of West Allis applies for the grant and contributes funds for the project that
10total at least 20 percent of the costs of the project.
SB2,108,15 11(9cc) Madeline Island improvement project. In the 2007-09 fiscal biennium,
12from the appropriation under section 20.395 (2) (fx) of the statutes, the department
13of transportation shall provide $2,100,000 to Ashland County for the CTH "H"
14improvement project on Madeline Island in Ashland County if, at any time during
15the fiscal biennium, providing such funds is consistent with federal law.
SB2,108,23 16(9d) Study and report relating to transportation improvements in the city
17of Eau Claire.
The department of transportation shall conduct a study that
18examines potential transportation improvements that could improve the access to
19businesses and promote economic development along CTH "T" north of STH 312 in
20the city of Eau Claire. Not later than June 30, 2008, the department of
21transportation shall submit a report to the governor, and to the legislature in the
22manner provided under section 13.172 (2) of the statutes, summarizing the results
23of this study.
SB2,108,24 24(9i) Village of Rothschild business USH 51 widening project.

1(a) In the 2007-09 fiscal biennium, from the appropriation under section
220.395 (2) (iq) of the statutes, the department of transportation shall award a grant
3under section 84.185 of the statutes, as affected by this act, in the amount of
4$200,000, to the village of Rothschild in Marathon County to widen the business
5route of USH 51 in or near the village of Rothschild from 2 lanes to 4 lanes and for
6related improvements if the village of Rothschild applies for the grant and
7contributes funds for the project that total at least $200,000. The provisions of
8section 84.185 of the statutes, as affected by this act, relating to the awarding of
9grants, the amount of grants, and the eligibility requirements for grants do not apply
10to grants awarded under this paragraph.
SB2,109,14 11(b) In the 2007-09 fiscal biennium, from the appropriation under section
1220.395 (3) (cq) of the statutes, as affected by this act, the department of
13transportation shall provide $238,300 to the village of Rothschild in Marathon
14County for the project described in paragraph (a).
SB2,110,2 15(9x) Utility installation cost reimbursement to the city of Crandon. In the
162007-09 fiscal biennium, from the appropriation under section 20.395 (3) (cq) of the
17statutes, the department of transportation shall reimburse the city of Crandon in
18Forest County for a portion of the cost of installing water and sewer utilities across
19USH 8 associated with the development of a Best Western Hotel in the city of
20Crandon. The city of Crandon shall submit to the department of transportation a
21request for reimbursement under this subsection that includes the actual cost of the
22utility installation work described in this subsection and an estimate, determined by
23the city, of the cost of the utility installation work if traffic had been detoured off USH
248 during the utility installation work. The amount of reimbursement under this
25subsection shall be $150,000 or the difference between the actual cost of the utility

1installation work and the city's estimated cost of the utility installation work if traffic
2had been detoured off USH 8, whichever is less.
SB2,110,8 3(9y) Stillwater Bridge project consultant. During the 2007-09 fiscal
4biennium, the department of transportation shall enter into a contract with a
5financial consultant to work on aspects of the financing of the construction of the
6Stillwater Bridge across the St. Croix River between the town of Houlton in St. Croix
7County and the city of Stillwater, Minnesota, if federal funds are provided to this
8state for this purpose.
SB2,110,12 9(10b) Traffic control signals in the town of Albion. In the 2007-09 fiscal
10biennium, the department of transportation shall install traffic control signals at the
11intersection of USH 51 and Albion Road/Haugen Road in the town of Albion in Dane
12County.
SB2,110,21 13(11x) Grants to the town of Pound. In the 2007-09 fiscal biennium, from the
14appropriation under section 20.395 (2) (iq) of the statutes, the department of
15transportation shall award a grant under section 84.185 of the statutes, as affected
16by this act, in the amount of $500,000, to the town of Pound in Marinette County for
17the extension of N. 19th Road to W. 16th Road. The provisions of section 84.185 of
18the statutes, as affected by this act, relating to the awarding of grants, the amount
19of grants, and the eligibility requirements for grants, including a required local
20contribution under section 84.185 (2) (b) 5. of the statutes, do not apply to grants
21awarded under this subsection.
SB2,110,25 22(12t) Reconstruction project in city of Colby. The department of
23transportation shall commence, during the 2008-09 fiscal year, a reconstruction
24project on that portion of STH 13 that is Division Street in the city of Colby in
25Marathon County.

1(12x) Milwaukee County pedestrian bridge and path project. In the 2007-09
2fiscal biennium, from the appropriation under section 20.395 (2) (nx) of the statutes,
3the department of transportation shall award a grant under section 85.026 (2) of the
4statutes in the amount of $100,000 to Milwaukee County for the construction of a
5pedestrian bridge and path at the Milwaukee Urban Ecology Center, if the
6department determines that the project is eligible for federal transportation
7enhancement funds and if Milwaukee County applies for the grant and contributes
8funds for this project that total at least 20 percent of the costs of the project.
SB2,111,16 9(12y) City of Racine streetscaping project. In the 2007-09 fiscal biennium,
10from the appropriation under section 20.395 (2) (nx) of the statutes, the department
11of transportation shall award a grant under section 85.026 (2) of the statutes in the
12amount of $400,000 to the city of Racine in Racine County for a streetscaping project
13on 6th Street between Main Street and Grand Avenue, if the department determines
14that the project is eligible for federal transportation enhancement funds and if the
15city of Racine applies for the grant and contributes funds for this project that total
16at least $100,000.
SB2,111,25 17(12z) City of Kenosha 39th Avenue extension project. In the 2007-09 fiscal
18biennium, from the appropriation under section 20.395 (2) (fx) of the statutes, the
19department of transportation shall provide $950,000 to the city of Kenosha in
20Kenosha County for the extension of 39th Avenue from 18th Street to 26th Street,
21if the department determines that the project is eligible for federal funds provided
22for purposes described in section 20.395 (2) (fx) of the statutes. The funds provided
23under this subsection to the city of Kenosha are in addition to any other funds that
24may be available to the city of Kenosha for purposes described in section 20.395 (2)
25(fx) of the statutes.

1(14qq) Improvement of 85th Street in Kenosha County. Notwithstanding
2limitations on the amount and use of aids provided under section 86.31 of the
3statutes, as affected by this act, or on eligibility requirements for receiving aids

5transportation shall award a grant of $1,200,000 in the 2007-09 fiscal biennium to
6the village of Pleasant Prairie in Kenosha County for an improvement project on 85th
7Street between 65th Avenue and 51st Avenue in the village of Pleasant Prairie.
8Payment of the grant under this subsection shall be made under the program under
9section 86.31 (3r) of the statutes, as affected by this act, from the appropriation under
10section 20.395 (2) (ft) of the statutes, as affected by this act, before making any other
11allocation of funds under section 86.31 (3g), (3m), or (3r) of the statutes, as affected
12by this act, except for the payment under subsection (3) and is in addition to the
13entitlement, as defined in section 86.31 (1) (ar) of the statutes, to, or eligibility under
14section 86.31 (3g), (3m), or (3r) of the statutes, as affected by this act, of, the village
15of Pleasant Prairie to any other aids under section 86.31 of the statutes, as affected
16by this act.
