Scope Statements.
Employee Trust Funds:	Revises sections ETF 10.08 and 20.02, for clarification and to maintain compliance with the Internal Revenue Code's requirements for a bona fide termination of employment prior to receiving retirement benefits and a minimum break in service in the event the annuitant returns to work with an employer participating in the Wisconsin Retirement System.
	Revises Chapter ETF 11, relating to procedures for review of appealable department determinations.
	Revises Chapter ETF 20, relating to dividing Wisconsin Retirement System accounts and annuities pursuant to a qualified domestic relations order (QDRO).

	Revises sections Ins 17.01 (3), 17.28 (3) (c) and (6), relating to fiscal year 2012 fund fees, provider classifications, and mediation panel fees and affecting small business.
Regulation and Licensing — Architects, Professional Engineers, Designers and Land Surveyors Examining Board:	Revises rules relating to education and work experience requirements for registration as a professional engineer and examinations for professional engineering standards.
Regulation and Licensing — Barbering and Cosmetology Examining Board:	Revises rules relating to requirements regarding supervision of barber/cosmetologist apprentices.
Regulation and Licensing — Medical Examining Board:	Revises section RL 4.08, relating to requiring applicants for the Medicine and Surgery license to provide fingerprints and undergo state and federal criminal background checks.
