(1) (e) 1. At the request of the department, the board shall review and
7either approve or deny a proposed plan under s. 303.06 (5) to allow a tax-supported
8institution or a nonprofit agency to sell in the open market products manufactured
9in whole or in part by inmates in a state penal institution as part of a hobby-craft
10program or vocational training.

2. The board may suspend a plan under s. 303.06 (5) that it approved under
12subd. 1. At the request of the department, the board shall review and either approve
13or deny a proposal by the department to reinstate a plan that the board suspended
14under this subdivision.

1303.055 Prison manufacturing; approval. (1) Except as provided in sub.
2(2), before establishing any hobby-craft, vocational training or other program in
3which prisoners will engage in the manufacture of products, the department shall
4provide written notification of its proposed action to the cochairpersons of the joint
5committee on finance. If the cochairpersons of the committee do not notify the
6department that the committee has scheduled a meeting for the purpose of reviewing
7the proposed program within 14 working days after the date of the department's
8written notification to the committee, the program may be established as proposed
9by the department. If, within 14 working days after the date of the department's
10written notification to the committee, the cochairpersons of the committee notify the
11department that the committee has scheduled a meeting for the purpose of reviewing
12the proposed program, the program may be established only upon approval of the
13committee.

14(2) Subsection (1) does not apply to a prison industry established under s.
15303.01 or to any correctional farm operation.".
