AB100, s. 645 Section 645. 20.455 (2) (Lm) of the statutes is amended to read:

AB100,442,15 20.455 (2) (Lm) (title) Deoxyribonucleic Crime laboratories; deoxyribonucleic acid analysis. All moneys received from crime laboratories assessments authorized under s. 165.755 and deoxyribonucleic acid analysis surcharges authorized under s. 973.046 to provide deoxyribonucleic acid analysis, to administer s. 165.77, to pay for the salary and fringe benefits of one assistant district attorney for Milwaukee county who conducts prosecutions using deoxyribonucleic acid analysis, to pay for the costs of mailing and materials under s. 165.76 for the submission of biological specimens by the departments of corrections and health and family services and by county sheriffs and to provide statewide training regarding prosecutions using deoxyribonucleic acid analysis transfer to the appropriation account under par. (kd) the amounts in the schedule under par. (kd).

AB100, s. 646 Section 646. 20.455 (5) (g) of the statutes is amended to read:

AB100,442,25 20.455 (5) (g) Crime victim and witness assistance surcharge, general services. The amounts in the schedule for purposes of ch. 950. All moneys received from part A of crime victim and witness assistance surcharges authorized under s. 973.045 (3) (a) 1. and from delinquency victim and witness assistance surcharges authorized under s. 938.34 (8d) (a) shall be credited to this appropriation account. The department of justice shall transfer not more than $488,800 in fiscal year 1995-96 and not more than $488,800 in fiscal year 1996-97 from this appropriation account to the appropriation account under par. (j) the amounts in the schedule under par. (j).

AB100, s. 647 Section 647. 20.465 (1) (f) of the statutes is amended to read:

AB100,443,6 20.465 (1) (f) Energy costs. The amounts in the schedule to be used at military buildings under control of the department to pay for utilities and for fuel, heat and air conditioning, to pay costs incurred by or on behalf of the department under s. ss. 16.858 and 16.895, and to repay to the energy efficiency fund loans made to the department under s. 16.847 (6).

AB100, s. 648 Section 648. 20.465 (1) (g) of the statutes is amended to read:

AB100,443,20 20.465 (1) (g) Military property. The amounts in the schedule for rent of state-owned military lands or buildings used by, acquired for or erected for the Wisconsin national guard under s. 21.19 (2), for rental of buildings and grounds maintenance equipment owned by the state and required to properly maintain properties supported by state-federal cooperative funding agreements, for the repair and maintenance of state-owned military lands or buildings, for the payment of municipal assessments related to state-owned military property and for the purchase and construction of new military property, real and personal. All moneys received on account of lost military property, from the sale of obsolete or unserviceable military property, from the sale of any state-owned military property, real and personal, under s. 21.19 (3), from the rental of state-owned housing, or from the provision of housing-related services to military personnel shall be credited to this appropriation.

AB100, s. 649 Section 649. 20.465 (2) (a) of the statutes is amended to read:

AB100,443,24 20.465 (2) (a) Tuition grants. The amounts in the schedule for the payment of tuition grants to members of the Wisconsin national guard under s. 21.49 (3), less the amounts appropriated as applied receipts under par. (g).

AB100, s. 650 Section 650. 20.465 (2) (g) of the statutes is repealed.

AB100, s. 651 Section 651. 20.465 (3) (d) of the statutes is repealed.

AB100, s. 652 Section 652. 20.465 (3) (jm) of the statutes is amended to read:

AB100,444,9 20.465 (3) (jm) State emergency response board; emergency planning grants. All moneys received by the state emergency response board from fees assessed under s. 166.20 (7), except moneys appropriated under par. (i) for the payment of grants under s. 166.21, except grants under s. 166.21 (2) (bm). The secretary of administration shall lapse from this appropriation amounts totaling the amount expended under par. (d) at the times and in the instalments determined by the secretary of administration.

AB100, s. 653 Section 653. 20.485 (2) (rm) of the statutes is amended to read:

AB100,444,13 20.485 (2) (rm) (title) Veterans rehabilitation assistance program. Biennially, the amounts in the schedule for general program operations of the veterans rehabilitation assistance program under s. 45.357.

AB100, s. 654 Section 654. 20.485 (2) (rp) of the statutes is created to read:

AB100,444,16 20.485 (2) (rp) Veterans assistance program receipts. All moneys received from fees under s. 45.357 (2) for general program operations of the department.

AB100, s. 655 Section 655. 20.485 (2) (tf) of the statutes is repealed.

AB100, s. 656 Section 656. 20.485 (2) (vm) of the statutes, as affected by 1995 Wisconsin Act 27, section 1040q, is amended to read:

AB100,444,22 20.485 (2) (vm) Veterans aids and treatment. The amounts in the schedule for payment of benefits to veterans and their dependents under ss. s. 45.351 (1), 45.396 and 45.397 and (1j).

AB100, s. 657 Section 657 . 20.485 (2) (vm) of the statutes, as affected by 1997 Wisconsin Act .... (this act), is amended to read:

AB100,445,2 20.485 (2) (vm) Veterans aids and treatment. The amounts in the schedule for payment of benefits to veterans and their dependents under s. 45.351 (1) and (1j).

AB100, s. 658 Section 658. 20.485 (2) (vy) of the statutes is created to read:

AB100,445,5 20.485 (2) (vy) Veterans education and retraining. The amounts in the schedule for the payment of benefits under ss. 45.25, 45.396 and 45.397.

AB100, s. 659 Section 659. 20.485 (2) (y) of the statutes is repealed.

AB100, s. 660 Section 660. 20.485 (2) (ym) of the statutes is repealed.

AB100, s. 661 Section 661. 20.485 (2) (yn) of the statutes is created to read:

AB100,445,13 20.485 (2) (yn) Veterans trust fund loans and expenses. All moneys received under ss. 45.356 (9) (b) and 45.79 (7) (a) and (c) for the purpose of providing loans under the personal loan program under s. 45.356 and for the payment of expenses and other payments as a consequence of being a mortgagee or owner under s. 45.351 (2), 1995 stats., s. 45.352, 1971 stats., s. 45.356, 1995 stats., and s. 45.80, 1989 stats.

AB100, s. 662 Section 662. 20.485 (2) (yo) of the statutes is created to read:

AB100,445,19 20.485 (2) (yo) Personal loan program repayment. All moneys received from repayments of loans and payments of interest on loans made under s. 45.356 and the net proceeds from the sale of mortgaged properties related to those loans for the payment of debt service costs for moneys received under s. 45.356 (9) (b) or 45.79 (7) (a).

AB100, s. 663 Section 663. 20.485 (3) (u) of the statutes is repealed.

AB100, s. 664 Section 664. 20.485 (4) (f) of the statutes is created to read:

AB100,445,25 20.485 (4) (f) Repayment of principal and interest. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the acquisition, construction, development, enlargement or improvement of veterans cemeteries provided under s. 20.866 (2) (z).

AB100, s. 665 Section 665. 20.485 (4) (r) of the statutes is amended to read:

AB100,446,5 20.485 (4) (r) Cemetery energy costs. From the veterans trust fund, the amounts in the schedule to be used at the veterans memorial cemeteries operated under s. 45.358 for utilities and for fuel, heat and air conditioning and for costs incurred by or on behalf of the department of veterans affairs under s. ss. 16.858 and 16.895.

AB100, s. 666 Section 666. 20.490 (5) (t) of the statutes is created to read:

AB100,446,10 20.490 (5) (t) Recycling fund transfer for brownfields redevelopment. From the recycling fund, as a continuing appropriation, the amounts in the schedule to be transferred to the Wisconsin development reserve fund under s. 234.93 for the program under s. 234.88.

AB100, s. 667 Section 667. 20.505 (1) (is) of the statutes is amended to read:

AB100,446,16 20.505 (1) (is) Information technology processing services to nonstate entities. All moneys received from local governmental units and entities in the private sector for provision of computer services, telecommunications services and supercomputer services under s. 16.973 (2) and (3) or under s. 196.218 (4r) (c) 4., to be used for the purpose of providing those services.

AB100, s. 668 Section 668. 20.505 (1) (ja) of the statutes is amended to read:

AB100,446,21 20.505 (1) (ja) Justice information systems. The amounts in the schedule for the development and operation of automated justice information systems under s. 16.971 (9). Eighty percent Four-sevenths of the moneys received under s. 814.635 (1) shall be credited to this appropriation account.

AB100, s. 669 Section 669. 20.505 (1) (ka) of the statutes is amended to read:

AB100,447,7 20.505 (1) (ka) Materials and services to state agencies and certain districts. The amounts in the schedule to provide services primarily to state agencies or local professional baseball park districts created under subch. III of ch. 229, other than services specified in pars. (im), (is) and (kb) to (kr) (ks) and subs. (2) (k) and (5) (ka), and to repurchase inventory items sold primarily to state agencies or such districts. All moneys received from the provision of services primarily to state agencies and such districts and from the sale of inventory items primarily to state agencies and such districts, other than moneys received and disbursed under pars. (im), (is) and (kb) to (kr) (ks) and subs. (2) (k) and (5) (ka), shall be credited to this appropriation account.

AB100, s. 670 Section 670. 20.505 (1) (kc) of the statutes is amended to read:

AB100,447,16 20.505 (1) (kc) Capital planning and building construction services. The amounts in the schedule to provide capital planning services under s. 13.48 (5) and building construction services under subch. V of ch. 16 on behalf of state agencies and local professional baseball park districts created under subch. III of ch. 229. The secretary of administration shall credit moneys transferred to this appropriation account under s. 229.85 (3) and may credit moneys received for the provision of building construction and capital planning services on behalf of state agencies and such districts to this appropriation account.

AB100, s. 671 Section 671. 20.505 (1) (kp) of the statutes is created to read:

AB100,447,22 20.505 (1) (kp) Interagency assistance; justice information system. The amounts in the schedule for the development and operation of automated justice information systems under s. 16.971 (9). All moneys transferred from the appropriation account under sub. (6) (pc) shall be credited to this appropriation account.

AB100, s. 672 Section 672. 20.505 (1) (ks) of the statutes is created to read:

AB100,448,2 20.505 (1) (ks) Land information; state agency support. All moneys received from assessments levied against state agencies under s. 16.966 for the functions of the department relating to land information under s. 16.967 and the functions of the Wisconsin land council under s. 16.023.

AB100, s. 673 Section 673. 20.505 (1) (q) of the statutes is created to read:

AB100,448,6 20.505 (1) (q) Geographic information systems. From the recycling fund, the amounts in the schedule for development and maintenance of geographic information systems under s. 16.967 (3) (f).

AB100, s. 674 Section 674. 20.505 (1) (s) of the statutes is created to read:

AB100,448,12 20.505 (1) (s) Educational telecommunications access support. From the universal service fund, a sum sufficient to pay under s. 196.218 (5) (a) 5., any amounts due telecommunications providers under contracts with the department under s. 16.974 (7) to the extent that these amounts are not paid from the appropriation under par. (is).

AB100, s. 675 Section 675. 20.505 (1) (v) of the statutes is amended to read:

AB100,448,17 20.505 (1) (v) (title) General program operations — clean water fund program environmental improvement programs; state funds. From the clean water environmental improvement fund, the amounts in the schedule for general program operations under s. 281.58 or, 281.59 , 281.60 or 281.61.

AB100, s. 676 Section 676. 20.505 (1) (x) of the statutes is amended to read:

AB100,448,23 20.505 (1) (x) General program operations — clean water fund program; federal funds. As a continuing appropriation, from the clean water fund program federal revolving loan fund account in the clean water environmental improvement fund, the amounts in the schedule for general program operations of the clean water fund program under s. 281.58 or 281.59.

AB100, s. 677 Section 677. 20.505 (1) (y) of the statutes is created to read:

AB100,449,5 20.505 (1) (y) General program operations — safe drinking water loan program; federal funds. As a continuing appropriation, from the safe drinking water loan program federal revolving loan fund account in the environmental improvement fund, the amounts in the schedule for general program operations of the safe drinking water loan program under s. 281.59 or 281.61.

AB100, s. 678 Section 678. 20.505 (3) (a) of the statutes is amended to read:

AB100,449,14 20.505 (3) (a) General program operations. The amounts in the schedule for the expenses of committees created by law or executive order, for the state's contribution to the advisory commission on intergovernmental relations, and for state membership dues and travel expenses and miscellaneous expenses for state participation in the Education Commission of the States under s. 39.76, Midwestern Higher Education Compact under s. 39.80, Northeast Midwest Institute, Council of Great Lakes Governors, Great Lakes Commission, and such other national or regional interstate governmental bodies as the governor determines.

AB100, s. 679 Section 679. 20.505 (3) (be) of the statutes is repealed.
