24such order shall fix a place and time, not later than 24 hours thereafter, for a hearing
25to be held before the department. Not more than 24 hours after the commencement

1of such hearing, and without adjournment thereof, the natural resources
2environmental management board shall affirm, modify or set aside the order of the
3secretary.
