(2m) Layoffs, furloughs, or reductions in hours. Before January 1, 2014,
4no governmental employer in this state may layoff, require an unpaid furlough, or
5impose any reduction in work hours for a public sector employee unless the
6legislative audit bureau, after study, determines that there will be no loss or
7reduction in service arising from the layoff, unpaid furlough, or reduction in work
8hours.".
