8body or nonprofit organization, all federal child welfare funds under 42 USC 620 to
9626, federal alcohol, drug abuse and mental health block grant funds under 42 USC

to 300x-9 and all child care funds under s. 46.98 (2) (a)
and all funds allocated
11under s. 46.40 (2m)
carried forward for a county shall be used for the purpose for
12which the funds were originally allocated. Except as provided under par. (am), other
13funds carried forward may be used for any purpose under s. 20.435 (7) (b). If a county
14match was required by s. 49.52 (1) (d) or 51.423 (2) when funds carried forward were
15originally distributed, the county match requirement applies to the funds in the
16following calendar year.
AB150-ASA, s. 2300 17Section 2300. 46.47 (1) of the statutes is renumbered 46.47 and amended to

20assistance of representatives from counties and human services advocates,

10in the city of Milwaukee. This paragraph does not apply after June 30, 1995.

20federal child care grant funds under 42 USC 603 (n), foster care and adoption
21assistance payments under 42 USC 670 to 679a or child care and development block
22grant funds under 42 USC 9858 and it proposes to allocate the unanticipated funds
23so that an allocation limit in s. 46.40 is exceeded, the department shall submit a plan
24for the proposed allocation to the secretary of administration. If the secretary of
25administration approves the plan, he or she shall submit it to the joint committee on

1finance. If the cochairpersons of the committee do not notify the secretary of
2administration that the committee has scheduled a meeting for the purpose of
3reviewing the plan within 14 working days after the date of his or her submittal, the
4department may implement the plan, notwithstanding any allocation limits under
5s. 46.40. If within 14 working days after the date of the submittal by the secretary
6of administration the cochairpersons of the committee notify him or her that the
7committee has scheduled a meeting for the purpose of reviewing the plan, the
8department may implement the plan, notwithstanding s. 46.40, only with the
9approval of the committee.
AB150-ASA, s. 2316 10Section 2316. 46.51 (1) of the statutes is amended to read:

12for children and families, the department shall distribute funds to eligible counties
13for services related to child abuse and neglect, including child abuse and neglect

1720.435 (7) (md), the department shall distribute $350,000 in each fiscal year to
18counties to assist in relocating individuals with mental illness from institutional or
19residential care to less restrictive and more cost-effective community settings and

23appropriation under s. 20.435 (7) (md), the department shall distribute $182,000 in
24each fiscal year to counties to provide training for mental health treatment
25professionals on new mental health treatment approaches in working with special

2emotional disturbances, and on the use of new mental health treatment medications.

8services, mental health crisis intervention and drop-in projects and public mental
9health information activities.

12system of coordinated care for children with severe disabilities and their families, the
13department shall establish a statewide advisory committee with representatives of
14county departments, the department of public instruction, educational agencies,
15professionals experienced in the provision of services to children with severe
16disabilities, families with children with severe disabilities, advocates for such
17families and their children, the subunit of the department of industry, labor and
18human relations
that administers vocational rehabilitation, the technical college
19system, health care providers, courts assigned to exercise jurisdiction under ch. 48,
20child welfare officials, and other appropriate persons as selected by the department.
21The department may use an existing committee for this purpose if it has
22representatives from the listed groups and is willing to perform the required
23functions. This committee shall do all of the following:

21population of 500,000 or more. A county department is eligible to receive funds under
22this section subsection to provide case management services to individuals who are
2313 to 19 years of age in a year if 35 or more individuals, 13 to 19 years of age, residing
24in the county were sanctioned under s. 49.50 (7) (h) sub. (1) (h) or were subject to the

1monthly attendance requirement under s. HSS 201.195 (4) (b) 2., Wis. adm. code, in
2any month during the previous year.
