ASSEMBLY AMENDMENT 1, TO 2001 ASSEMBLY BILL 576

AB576-AA1,1,1 At the locations indicated, amend the bill as follows:

AB576-AA1,1,2 1. Page 4, line 18: after that line insert:

AB576-AA1,1,3 " Section 3m. 20.143 (1) (cm) of the statutes is created to read:

AB576-AA1,1,9 20.143 (1) (cm) Economic development assistance. A sum sufficient equal to the amounts transferred to the general fund under s. 234.93 (4) (a) that relate to the program under s. 234.80, but not exceeding $475,000 in the aggregate, for grants under ss. 560.145, 560.16, 560.175, and 560.26; for grants and loans under ss. 560.62, 560.63, and 560.66; for loans under s. 560.147; for reimbursements under s. 560.167; and for providing assistance under s. 560.06.".

AB576-AA1,1,12 " Section 15c. 560.06 (2) of the statutes, as affected by 2001 Wisconsin Act 16, is amended to read:

AB576-AA1,2,8 560.06 (2) In each fiscal year, the department shall provide $100,000 from the appropriations under s. 20.143 (1) (c), (cm), and (ie) in assistance to the nonprofit organization specified in sub. (1) that provides assistance to organizations and individuals in urban areas. Notwithstanding sub. (1), the department shall use the moneys authorized under this subsection in accordance with the memorandum of understanding under sub. (1) and shall ensure that the nonprofit organization provides assistance to organizations and individuals in an area that includes the city of Beloit.

AB576-AA1, s. 15e Section 15e. 560.145 (1) (intro.) of the statutes is amended to read:

AB576-AA1,2,12 560.145 (1) Grants. (intro.) Subject to sub. (3), the department may make a grant to a person from the appropriation appropriations under s. 20.143 (1) (c) and (cm) for the capitalization of a revolving loan fund if all of the following apply:

AB576-AA1,2,16 560.147 (1) Loans. (intro.) Subject to sub. (4), the department may make a loan to a person from the appropriations under s. 20.143 (1) (c), (cm), and (ie) for a project described in sub. (2) if all of the following apply:

AB576-AA1,2,21 560.16 (2) (a) From the appropriations under s. 20.143 (1) (c), (cm), and (ie), the department may make grants to existing business groups for a feasibility study to investigate the reorganization or new incorporation of an existing business as an employee-owned business and for professional services to implement the study.

AB576-AA1, s. 15j Section 15j. 560.167 (2) (intro.) of the statutes, as affected by 2001 Wisconsin Act 16, is amended to read:

AB576-AA1,3,2 560.167 (2) (intro.) Subject to subs. (2m) and (5), the department may make reimbursements totaling no more than $100,000 in a fiscal year from the appropriations under s. 20.143 (1) (c), (cm), and (ie) to eligible businesses for any of the following:

AB576-AA1, s. 15m Section 15m. 560.175 (2) of the statutes is amended to read:

AB576-AA1,3,6 560.175 (2) Subject to subs. (3) and (6), the department may make a grant from the appropriation appropriations under s. 20.143 (1) (c) and (cm) to a person to fund an early planning project.

AB576-AA1, s. 15p Section 15p. 560.26 (1) (intro.) of the statutes is amended to read:

AB576-AA1,3,10 560.26 (1) (intro.) Subject to sub. (3), the department shall make grants from the appropriation appropriations under s. 20.143 (1) (c) and (cm) to the Wisconsin Procurement Institute if all of the following apply:

AB576-AA1, s. 15r Section 15r. 560.61 (1) of the statutes is amended to read:

AB576-AA1,3,15 560.61 (1) Make a grant or loan to an eligible recipient for a project that meets the criteria for funding under s. 560.605 (1) and (2) and under s. 560.62, 560.63, 560.65, or 560.66, whichever is appropriate, from the appropriations under s. 20.143 (1) (c), (cb), (cm), and (ie).

AB576-AA1, s. 15s Section 15s. 560.61 (3) of the statutes is amended to read:

AB576-AA1,3,19 560.61 (3) Make a grant under s. 560.16 from the appropriations under s. 20.143 (1) (c), (cm), and (ie) if the board determines that the grant meets the requirements of s. 560.16.".
