16fiscal year of the 2007-09 fiscal biennium to a motorcycling organization that is
17composed primarily of motorcycle riders, that includes the promotion of motorcycle
18safety as one of its objectives, and that has statewide membership.
SB40-SSA1,1634,22 19(b) Any grant awarded under paragraph (a) shall be used to conduct a
20"rider-to-rider" campaign to reduce impaired motorcycle riding by educating
21motorcyclists about the dangers of impaired motorcycle riding, with the goal of
22reducing the number of motorcycle accidents, injuries, and fatalities.
SB40-SSA1,1635,2 23(c) After the department of transportation has selected a grant recipient for a
24grant awarded under paragraph (a), the department may not distribute the grant
25funds to the grant recipient until the grant recipient provides to the department a

1proposed budget for use of the grant funds in a manner consistent with paragraph
2(b).
SB40-SSA1,1635,6 3(d) As a condition of receiving grant funds under this subsection, a grant
4recipient shall provide the department of transportation with an audited financial
5statement of its use of the grant funds, prepared in accordance with generally

8transportation submits to the federal department of transportation for federal fiscal
9year 2008 and for federal fiscal year 2009, the state department of transportation
10shall include a proposal to spend $75,000, in that portion of each federal fiscal year
11that coincides with the state fiscal year, to fund an impaired motorcycle riding
12campaign, as described in paragraphs (a) to (d). If this proposal is approved by the
13federal department of transportation, any grant awarded under paragraph (a) for
14the fiscal year for which the proposal is approved shall be paid from the
15appropriation account under section 20.395 (5) (dy) of the statutes within 3 months
16of this approval.

20summer of 2008 for introducing Chinese political, business, and academic leaders

23assesses the environmental, economic, and educational impacts of the course on this
24state and China; recommends whether the course should be continued and, if so, how
25the course may be improved; and assesses how the Wisconsin Idea may be used to

1position the state as a preferred trading partner with China and to position the
2University of Wisconsin as a preferred venue at which to discuss environmental and
3natural resource issues related to China. No later than May 1, 2009, the Board of
4Regents shall submit the report to the appropriate standing committees of the
5legislature in the manner provided under section 13.172 (3) of the statutes.

25department of veterans affairs shall study the long-term health care needs of the

14health and family services and the department of children and families, if necessary
15to adjust previously allocated costs in accordance with the transfer of personnel.

SB40-SSA1,1650,2 22(a) No later than the 15th day of each month, the elections board shall, prior
23to its termination, and the government accountability board shall, thereafter, report
24to the cochairpersons of the joint committee on finance concerning the expenditures
25made by the elections board or the government accountability board in the previous

1month from the election administration fund for the statewide voter registration
2system for staffing costs, outside contractors, and supplies and other services. The
3reports shall detail the expenditures under each category and the total expenditures
4made under each category. Any member of the committee who objects to an
5expenditure that is identified in the report shall promptly notify the cochairpersons
6of the committee of that objection. If, upon receiving any report under this
7paragraph, the cochairpersons do not notify the executive director of the elections
8board, prior to its termination, or the legal counsel to the government accountability
9board, thereafter, that the committee has scheduled a meeting for the purpose of
10reviewing expenditures by the board from the election administration fund for the
11statewide voter registration system within 7 working days after the date that a
12report under this paragraph is submitted, the board may continue to make
13expenditures from the election administration fund for the statewide voter
14registration system. If, within 7 working days after the board submits a report under
15this paragraph, the cochairpersons of the committee notify the executive director of
16the elections board, prior to its termination, or the legal counsel to the government
17accountability board, thereafter, that a member of the committee objects to an
18expenditure from the election administration fund that is identified in the report, the
19board shall not make any additional expenditures from the election administration
20fund for the statewide voter registration system from the category to which the
21expenditure relates, except to honor prior legal obligations, until the committee
22meets and authorizes additional expenditures to be made for that purpose from the
23election administration fund. The cochairpersons of the committee shall call a
24meeting of the committee to be held within 90 days of the date that a member notifies

1the cochairpersons that the member objects to an expenditure that is identified in
2a report submitted under this paragraph.
