10of our constituents from Kenosha to Superior; and

Whereas, President Bush would limit the extension of benefits to those states
12"hit hardest" by the recent terrorist attacks; and

4of the September 11th terrorist attack would be difficult in many cases; and

Whereas, the rise in unemployment makes it just as difficult for workers
6unemployed before September 11th as those unemployed after September 11th to

Whereas, according to the Wisconsin legislative council staff, when extended
9benefits were last made available by the federal government in 1991, benefits were
10available to all states and were 100% federally financed; now, therefore, be it

11Resolved by the assembly, the senate concurring, That the members of the
12Wisconsin legislature urge President Bush and U.S. Congress to support a universal
13extension of unemployment insurance benefits, to cover all 50 states and all workers
14and to be 100% federally financed, to help the American people now and get our
15economy moving again; and, be it further

16Resolved, That the assembly chief clerk shall provide a copy of this joint
17resolution to the president and secretary of the U.S. Senate, to the speaker and clerk
18of the U.S. House of Representatives, and to each member of the congressional
19delegation from this state attesting the adoption of this joint resolution by the 2001
20legislature of the state of Wisconsin.
