10plate for motor vehicles, local examining centers, grants to Brown County and
11municipalities, transfers from the transportation fund to the general fund, and
12making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the department of transportation (DOT) issues two
registration plates for most motor vehicles. The owner of the motor vehicle is
required to display one plate on the front of the vehicle and one plate on the rear of
the vehicle. This bill directs DOT to issue only one registration plate for each motor
vehicle. With limited exceptions, the registration plate must be displayed on the rear
of the motor vehicle.
Under current law, DOT employs operator's license examiners at local
examining centers to perform duties that are related to license examining. This bill
prohibits DOT from closing any local examining center and requires DOT to reopen
(and not to close in the future) any previously closed local examining center that was
in operation on July 1, 2001.
The bill also requires DOT to award grants totaling $500,000 in January 2003
to Brown County, the city of Green Bay, and the village of Ashwaubenon on a
proportionate basis for the costs of the CTH "VK"/Lombardi Avenue project in the city
of Green Bay.
Finally, the bill requires the secretary of administration to transfer from the
transportation fund to the general fund an amount in each fiscal year equal to the
savings realized in the change to a single registration plate for motor vehicles. In
fiscal year 2002-03, the amount to be transferred is reduced by the sum of $500,000

(the total amount of grants created by the bill) and the amount of additional costs
incurred by DOT with respect to local examining centers.

SB366, s. 10 21Section 10. 85.57 of the statutes is created to read:
SB366,5,2 2285.57 Transfers from transportation fund to general fund. In fiscal year
232003-04, and in each fiscal year thereafter, the secretary of administration shall
24transfer from the transportation fund to the general fund an amount equal to the
25savings realized in that fiscal year by the department as a result of issuing a single

1registration plate for motor vehicles under s. 341.12 (1) instead of 2 registration
2plates.
SB366, s. 11 3Section 11. 100.51 (5) (b) 1. of the statutes is amended to read:
SB366,5,84 100.51 (5) (b) 1. The motor vehicle displays a special registration plates plate
5issued under s. 341.14 (1), (1a), (1m), (1q) or (1r) (a) or a special identification card
6issued under s. 343.51 or is a motor vehicle registered in another jurisdiction and
7displays a registration plate, card or emblem issued by the other jurisdiction that
8designates that the vehicle is used by a physically disabled person.
SB366, s. 12 9Section 12. 110.08 (5) of the statutes is created to read:
SB366,5,1410 110.08 (5) After the effective date of this subsection .... [revisor inserts date],
11the department may not close any local examining center and, as soon as possible,
12shall reopen any previously closed local examining center that was in operation on
13July 1, 2001. Any local examining center reopened under this subsection may not
14be closed by the department.
SB366, s. 13 15Section 13. 121.53 (4) of the statutes is amended to read:
SB366,6,316 121.53 (4) Every school board shall require that there be filed with it and with
17the department of transportation a certificate of insurance showing that an
18insurance policy has been procured and is in effect which covers the owner and
19operator of the school bus and the school board or shall procure an insurance policy
20and file such certificate with the department of transportation. Unless such
21certificate is on file with the department of transportation, no registration plates
22plate for a school bus may be issued by the department of transportation. No such
23policy may be terminated prior to its expiration or canceled for any reason, unless
24a notice thereof is filed with the department of transportation and with the school
25board by the insurer at least 10 days prior to the date of termination or cancellation.

1The department of transportation shall revoke the registration of a school bus on
2which the policy has been terminated or canceled, effective on the date of termination
3or cancellation.
SB366, s. 14 4Section 14. 134.695 (2) (c) of the statutes is amended to read:

6model and year of any motor vehicle delivering the used home furnishings to the
7antique dealer or recycler.
SB366, s. 15 8Section 15. 167.31 (4) (cg) 5. of the statutes is amended to read:
SB366,6,119 167.31 (4) (cg) 5. The vehicle bears a special registration plates plate issued
10under s. 341.14 (1), (1a), (1e), (1m) or (1r) or displays a sign that is at least 11 inches
11square on which is conspicuously written "disabled hunter".
SB366, s. 16 12Section 16. 341.09 (1) (a) of the statutes is amended to read:
SB366,6,2213 341.09 (1) (a) The department shall issue temporary operation plates as
14provided under subs. (2), (2m) and (9) and may issue a temporary operation permit
15or plate for an unregistered vehicle as otherwise provided under this section. Except
16as provided in par. (b), the permits or plates plate shall contain the date of expiration
17and sufficient information to identify the vehicle for which and the person to whom
18it is issued. The department may place the information identifying the vehicle and
19the person to whom the permit or plate is issued on a separate form. Except as
20provided in subs. (3) to (5), a temporary operation plate issued under this section is
21valid for a period of 90 days or until the applicant receives the regular registration
22plates plate, whichever occurs first.
SB366, s. 17 23Section 17. 341.09 (2) (a) of the statutes is amended to read:
SB366,7,324 341.09 (2) (a) Upon request therefor by a person who has made a verifiable
25application for registration and paid the registration fee, the department shall issue

1a temporary operation permit or plate if it appears that the person would otherwise
2be unable to lawfully operate the vehicle pending receipt of the registration plates
3plate.
SB366, s. 18 4Section 18. 341.09 (2) (d) of the statutes is amended to read:
SB366,7,115 341.09 (2) (d) The department may issue a temporary operation plates plate
6for use on any vehicle except buses, for-hire vehicles and vehicles which are subject
7to registration under the international registration plan if the state is a party to such
8plan or vehicles which are subject to registration under s. 341.41 (9). The department
9shall determine the size, color, design, form and specifications of the plate. The
10department shall charge a fee of $3 for each temporary operation plate issued under
11this subsection.
SB366, s. 19 12Section 19. 341.09 (9) of the statutes is amended to read:
SB366,7,2013 341.09 (9) Notwithstanding any other provision of this section, the department
14shall issue a temporary operation plate without charge for an automobile or motor
15truck having a registered weight of 8,000 pounds or less upon receipt of a complete
16application accompanied by the required fee for registration of the vehicle, including
17evidence of any inspection under s. 110.20 when required, if the department does not
18immediately issue the regular registration plates plate for the vehicle and the
19department determines that the applicant has not otherwise been issued a
20temporary operation plate under this section.
SB366, s. 20 21Section 20. 341.11 (4) of the statutes is amended to read:
SB366,8,622 341.11 (4) In the case of a vehicle registered on the basis of gross weight for
23which a special registration plates have plate has been issued under s. 341.14 (2), (6),
24(6m) or (6r) or for which a personalized registration plates have plate has been issued
25under s. 341.145, or any motor bus, motor home, dual purpose motor home, motor

1truck, truck tractor or road tractor, the certificate of registration shall be displayed
2in a prominent place in the driver's compartment of the vehicle to which the
3certificate refers. Any person who operates and any person in whose name the
4vehicle is registered who consents to the operation of any such vehicle without the
5certificate of registration being so displayed may be required to forfeit not more than
6$200.
SB366, s. 21 7Section 21. 341.12 (1) of the statutes is amended to read:
SB366,8,148 341.12 (1) The department upon registering a vehicle pursuant to s. 341.25 or
9341.30 shall issue and deliver prepaid to the applicant 2 registration plates for an
10automobile, motor truck, motor bus, school bus, self-propelled recreational vehicle
11or dual purpose motor home and one plate for other vehicles. The department upon
12registering a vehicle pursuant to any other section shall issue one plate unless the
13department determines that 2 plates will better serve the interests of law
14enforcement

SB366, s. 22 15Section 22. 341.12 (2) of the statutes is amended to read:

17Correctional Institution unless otherwise approved by the governor. Subject to any
18specific requirements which may be imposed by statute, the department shall
19determine the size, color and design of any registration plates plate with a view
20toward making them the plate visible evidence of the period for which the vehicle is
21registered and the fee class into which the vehicle falls as well as making them the
22plate
a ready means of identifying the specific vehicle or owner for which the plates

1341.13 (2) In addition to the matter specified in s. 341.12 (3), the registration
2plates plate for a vehicle registered on the basis of gross weight except a motor truck
3registered under s. 341.14 (6m) or 341.145 (1) (b), a dual purpose motor home, or a
4motor home, motor truck, farm truck or dual purpose farm truck registered under
5s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2) or (6r) or 341.145 (1) (a), (c), (d) or (e) or a
6motor truck or dual purpose farm truck registered under s. 341.14 (6) shall indicate
7the weight class into which the vehicle falls in a manner prescribed by the
8department. The gross weight which determines the registration fee for a motor
9truck registered under s. 341.14 (6m) or 341.145 (1) (b), a dual purpose motor home,
10or a motor home, motor truck, farm truck or dual purpose farm truck registered
11under s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2) or (6r) or 341.145 (1) (a), (c), (d) or (e)
12or a motor truck or dual purpose farm truck registered under s. 341.14 (6) shall be
13shown on its certificate of registration.

2automobile, or a motor truck, dual purpose motor home or dual purpose farm truck
3which has a gross weight of not more than 8,000 pounds, a farm truck which has a
4gross weight of not more than 12,000 pounds or a motor home submits a statement
5once every 4 years, as determined by the department, from the U.S. department of
6veterans affairs certifying to the department that the resident is, by reason of
7injuries sustained while in the active U.S. military service, a person with a disability
8that limits or impairs the ability to walk, the department shall procure, issue and
9deliver to the veteran, plates a plate of a special design in lieu of the plates plate
10which ordinarily would be issued for the vehicle, and shall renew the plates plate.
11The plates plate shall have a light blue background except for a white border not to
12exceed one inch at top and bottom, and blue lettering, except that the word "VET"
13and the identifying number shown on the plates shall be colored red. The plates plate
14shall be so designed as to readily apprise law enforcement officers of the fact that the
15vehicle is owned by a disabled veteran and is entitled to the parking privileges
16specified in s. 346.50 (2). No charge in addition to the registration fee shall be made
17for the issuance or renewal of such plates the plate.
SB366, s. 29 18Section 29. 341.14 (1a) of the statutes is amended to read:
SB366,12,1119 341.14 (1a) If any resident of this state, who is registering or has registered an
20automobile, or a motor truck, dual purpose motor home or dual purpose farm truck
21which has a gross weight of not more than 8,000 pounds, a farm truck which has a
22gross weight of not more than 12,000 pounds or a motor home, submits a statement
23once every 4 years, as determined by the department, from a physician licensed to
24practice medicine in any state, from an advanced practice nurse licensed to practice
25nursing in any state, from a physician assistant licensed or certified to practice in any

1state, from a chiropractor licensed to practice chiropractic in any state or from a
2Christian Science practitioner residing in this state and listed in the Christian
3Science journal certifying to the department that the resident is a person with a
4disability that limits or impairs the ability to walk, the department shall procure,
5issue and deliver to the disabled person plates a plate of a special design in lieu of
6plates the plate which ordinarily would be issued for the vehicle, and shall renew the
7plates plate. The plates plate shall be so designed as to readily apprise law
8enforcement officers of the fact that the vehicle is owned by a nonveteran disabled
9person and is entitled to the parking privileges specified in s. 346.50 (2a). No charge
10in addition to the registration fee shall be made for the issuance or renewal of such
11plates

SB366, s. 30 12Section 30. 341.14 (1m) of the statutes is amended to read:
SB366,13,613 341.14 (1m) If any licensed driver submits to the department a statement once
14every 4 years, as determined by the department, from a physician licensed to practice
15medicine in any state, from an advanced practice nurse licensed to practice nursing
16in any state, from a physician assistant licensed or certified to practice in any state,
17from a chiropractor licensed to practice chiropractic in any state or from a Christian
18Science practitioner residing in this state and listed in the Christian Science journal
19certifying that another person who is regularly dependent on the licensed driver for
20transportation is a person with a disability that limits or impairs the ability to walk,
21the department shall issue and deliver to the licensed driver plates a plate of a special
22design in lieu of the plates plate which ordinarily would be issued for the automobile
23or motor truck, dual purpose motor home or dual purpose farm truck having a gross
24weight of not more than 8,000 pounds, farm truck having a gross weight of not more
25than 12,000 pounds or motor home, and shall renew the plates plate. The plates plate

1shall be so designed as to readily apprise law enforcement officers of the fact that the
2vehicle is operated by a licensed driver on whom a disabled person is regularly
3dependent and is entitled to the parking privileges specified in s. 346.50 (2a). No
4charge in addition to the registration fee may be made for the issuance or renewal
5of the plates plate. The plates plate shall conform to the plates plate required in sub.
6(1a).
SB366, s. 31 7Section 31. 341.14 (1q) of the statutes is amended to read:
SB366,13,258 341.14 (1q) If any employer who provides an automobile, or a motor truck, dual
9purpose motor home or dual purpose farm truck which has a gross weight of not more
10than 8,000 pounds, a farm truck which has a gross weight of not more than 12,000
11pounds or a motor home, for an employee's use submits to the department a
12statement once every 4 years, as determined by the department, from a physician
13licensed to practice medicine in any state, from an advanced practice nurse licensed
14to practice nursing in any state, from a physician assistant licensed or certified to
15practice in any state, from a chiropractor licensed to practice chiropractic in any state
16or from a Christian Science practitioner residing in this state and listed in the
17Christian Science journal certifying that the employee is a person with a disability
18that limits or impairs the ability to walk, the department shall issue and deliver to
19such employer plates plate of a special design in lieu of the plates plate which
20ordinarily would be issued for the vehicle, and shall renew the plates plate. The
21plates a plate shall be so designed as to readily apprise law enforcement officers of
22the fact that the vehicle is operated by a disabled person and is entitled to the parking
23privileges specified in s. 346.50 (2a). No charge in addition to the registration fee may
24be made for the issuance or renewal of the plates plate. The plates plate shall
25conform to the plates plate required in sub. (1a).

1Section 32. 341.14 (2) of the statutes, as affected by 2001 Wisconsin Act 16,
2is amended to read:
SB366,14,143 341.14 (2) Upon compliance with the laws relating to registration of
4automobiles and motor homes; motor trucks, dual purpose motor homes and dual
5purpose farm trucks which have a gross weight of not more than 8,000 pounds; and
6farm trucks which have a gross weight of not more than 12,000 pounds, including
7payment of the prescribed registration fees therefor plus an additional fee of $15
8when a registration plates are plate is issued accompanied by an application showing
9satisfactory proof that the applicant is the holder of an unexpired amateur radio
10station license issued by the federal communications commission, the department
11shall issue a registration plates plate on which, in lieu of the usual registration
12number, shall be inscribed in large legible form the call letters of such applicant as
13assigned by the federal communications commission. The fee for reissuance of a
14plate under this subsection shall be $15.

18vehicles, including payment of the prescribed fee, and an additional fee of $15 when
19the original or new registration plates are plate is issued and accompanied by an
20application showing satisfactory proof that the applicant has a collector's
21identification number as provided in s. 341.266 (2) (d), the department shall issue a
22registration plates plate on which, in lieu of the usual registration number, shall be
23inscribed the collector's identification number issued under s. 341.266 (2) (d). The
24words "VEHICLE COLLECTOR" shall be inscribed across the lower or upper portion
25of the plate at the discretion of the department. Additional registrations under this

1subsection by the same collector shall bear the same collector's identification number
2followed by a suffix letter for vehicle identification. Registration plates issued under
3this subsection shall expire annually.
SB366, s. 34 4Section 34. 341.14 (5) of the statutes is amended to read:
SB366,15,85 341.14 (5) Upon application by any person awarded the congressional medal
6of honor and submission of proper proof thereof, the department shall issue a special
7plates plate so designed as to indicate such award. No charge whatever shall be made
8for the issuance of such plates plate.
SB366, s. 35 9Section 35. 341.14 (6) (c) of the statutes is amended to read:
SB366,15,1210 341.14 (6) (c) A person who maintains no more than one registration under this
11subsection at one time shall not be charged a fee for registration of the vehicle or
12issuance of the plates plate.
SB366, s. 36 13Section 36. 341.14 (6) (d) of the statutes, as affected by 2001 Wisconsin Act 16,
14is amended to read:
SB366,15,1915 341.14 (6) (d) For each additional vehicle, a person who maintains more than
16one registration under this subsection at one time shall be charged a fee of $15 for
17issuance or reissuance of the plates plate in addition to the annual registration fee
18for the vehicle. Except as provided in par. (c), a motor truck or dual purpose farm
19truck registered under this subsection shall be registered under this paragraph.
