AB234,1,3 1An Act to create 15.107 (19), 16.03, 20.505 (4) (f), 20.923 (6) (aj) and 230.08 (2)
2(ye) of the statutes; relating to: creating an Interagency Council on
3Homelessness and making an appropriation.

This bill creates the Interagency Council on Homelessness. Under the bill, the
governor, or the governor's designee, chairs the council and the council consists of
secretaries (or their designees) of certain departments, the executive director of the
Wisconsin Housing and Economic Development Authority, the state superintendent
of public instruction, and a representative from each of the four Continuum of Care
organizations that serve the homeless in Wisconsin. The bill provides that the
council's responsibilities include appointing a director to coordinate the activities of
the council and partner organizations; establishing and periodically reviewing a
statewide policy for ending and preventing homelessness; designating individuals
from state agencies to implement the policy of the council; and implementing the
policy in cooperation with state agencies.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 15.107 (19) of the statutes is created to read:
AB234,2,92 15.107 (19) Interagency council on homelessness. There is created an
3interagency council on homelessness, attached to the department of administration
4under s. 15.03. The council shall appoint a director, to serve at the pleasure of the
5council, who shall be known as the state director to prevent and end homelessness.
6The director shall coordinate the activities of the council and partner organizations.
7The council shall meet quarterly and may meet at other times on the call of the
8chairperson or a majority of its members. The council shall consist of the following
9members:
AB234,2,1010 (a) The governor, or his or her designee, who shall serve as chairperson.
AB234,2,1111 (b) The secretary of administration, or his or her designee.
AB234,2,1312 (c) The executive director of the Wisconsin Housing and Economic
13Development Authority, or his or her designee.
AB234,2,1414 (d) The secretary of health services, or his or her designee.
AB234,2,1515 (e) The secretary of children and families, or his or her designee.
AB234,2,1616 (f) The secretary of workforce development, or his or her designee.
AB234,2,1717 (g) The secretary of veterans affairs, or his or her designee.
AB234,2,1818 (h) The secretary of corrections, or his or her designee.
AB234,2,1919 (i) The state superintendent of public instruction, or his or her designee.
AB234,2,2020 (j) One representative from each of the following organizations:
AB234,2,2121 1. Wisconsin Balance of State Continuum of Care, Inc., or its successor.

AB234,2 25Section 2. 16.03 of the statutes is created to read:

116.03 Interagency council on homelessness. (1) Definition. In this
2section, “council” means the interagency council on homelessness.
AB234,3,3 3(2) Responsibilities. The council shall do all of the following:
AB234,3,54 (a) Establish and periodically review a statewide policy with the purpose of
5preventing and ending homelessness in this state.
AB234,3,86 (b) Designate individuals from each agency or organization represented on the
7council, who shall meet at least twice quarterly, to coordinate the implementation of
8policy established by the council under par. (a).
AB234,3,139 (c) Submit a report on the activities of the council to the governor and to the
10chief clerk of each house of the legislature, for distribution to the appropriate
11standing committees under s. 13.172 (3). The council shall determine the frequency
12of the report and schedule for submitting the report, but may not submit the report
13less frequently than annually.
AB234,3,15 14(3) State agencies shall cooperate with the council and individuals designated
15under par. (b) in the implementation of the policy established under par. (a).

AB234,6 7Section 6. 230.08 (2) (ye) of the statutes is created to read:
AB234,4,98 230.08 (2) (ye) The director of the interagency council on homelessness in the
9department of administration.
AB234,7 10Section 7. Nonstatutory provisions.
AB234,4,1311 (1) Position authorization. There is authorized for the interagency council on
12homelessness 1.0 FTE GPR director position to be funded from the appropriation
13under section 20.505 (4) (f) of the statutes.
AB234,8 14Section 8. Effective date.
AB234,4,1615 (1) This act takes effect on the day after publication, or on the 2nd day after
16publication of the 2017 biennial budget act, whichever is later.
