SB521,1,4 1An Act to amend 238.396 (4) (fs) of the statutes; relating to: legislative
2approval of a contract between the Wisconsin Economic Development
3Corporation and a business in an electronics and information technology
4manufacturing zone.
Analysis by the Legislative Reference Bureau
Under this bill, a contract relating to a certification to claim tax credits that is
entered into by the Wisconsin Economic Development Corporation and a business in
an electronics and information technology manufacturing zone is not effective unless
approved by both houses of the legislature.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB521,1 5Section 1. 238.396 (4) (fs) of the statutes, as created by 2017 Wisconsin Act 58,
6is amended to read:
SB521,2,27 238.396 (4) (fs) The corporation shall contract with a business certified under
8sub. (3), except that no such contract shall be effective unless the majority of the

1members present and voting in each house of the legislature passes a joint resolution
2approving the contract
.
SB521,2 3Section 2. Nonstatutory provisions.
SB521,2,94 (1) For any contract under section 238.396 (4) (fs) of the statutes that is in effect
5on the effective date of this subsection, the contract shall remain in effect,
6notwithstanding section 238.396 (4) (fs) of the statutes, until the 60th day after the
7effective date of this subsection, after which the contract shall be effective only if the
8majority of the members present and voting in each house of the legislature passes
9a joint resolution approving the contract.
SB521,3 10Section 3. Initial applicability.
SB521,2,1211 (1) This act first applies to a contract under section 238.396 (4) (fs) of the
12statutes that is in effect on the effective date of this subsection.
