SB786,1,2 1An Act to create 118.027 of the statutes; relating to: allowing certain youth
2membership organizations to speak to pupils during the school day.

This bill requires a principal of a public school, including an independent
charter school, and a principal of a private school participating in a parental choice
program or the Special Needs Scholarship Program to allow a representative of
certain youth membership organizations identified as patriotic societies under
federal law the opportunity to speak to pupils at the school about how the
representative's organization supports educational interests and civic engagement.
Under the bill, the principal may limit the opportunity to speak at the school to one
school day during the school term. The specific youth membership organizations
entitled to an opportunity to speak to pupils under this bill are Boy Scouts of
America, Girl Scouts of the United States of America, Boys and Girls Clubs of
America, Big Brothers Big Sisters of America, and National Future Farmers of
America.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB786,1 3Section 1. 118.027 of the statutes is created to read:
SB786,1,5 4118.027 Youth membership organizations; patriotic societies. (1) In
5this section:

1(a) “School” means a public school, including a charter school authorized under
2s. 118.40 (2r) or (2x), and a private school participating in a program under s.
3115.7915, 118.60, or 119.23.
SB786,2,54 (b) “Youth membership organization” means an organization identified in
5chapter 301, 309, 311, 709, or 803 of title 36 of the United States Code.
SB786,2,15 6(2) Beginning in the 2018-19 school year, upon receiving a notice under sub.
7(3) (a), the principal of a school shall provide a representative of a youth membership
8organization the opportunity to speak with pupils attending the school during a
9school day at the beginning of the school term for the purpose of providing
10information about how the youth membership organization supports educational
11interests and civic involvement. The principal may limit the opportunity to speak
12at the school under this subsection to one school day during the school term. A
13representative of a youth membership organization who speaks to pupils at a school
14under this subsection may provide written materials about the youth membership
15organization to the pupils attending the school.
SB786,2,18 16(3) (a) A youth membership organization that intends to speak to pupils at a
17school during the school day shall provide written or verbal notice to the principal
18of the school prior to the beginning of the school term.
SB786,2,2219 (b) A principal who receives a notice under par. (a) shall provide written or
20verbal approval to the youth membership organization that includes the date and
21time during which the principal will provide a representative of the youth
22membership organization the opportunity to speak to pupils at the school.
