14Southeastern Wisconsin Fox River Commission. The commission may use this
15funding for activities that are being conducted on the effective date of this subsection
16and that are consistent with the commission's implementation plan. The activities

SB40-SSA1,1627,2 19(3f) Grant for Chelsea Sanitary District. Notwithstanding section 281.58 (8)
20(g), (8m), and (13) (b) and (c) to (d) of the statutes, in fiscal year 2007-08, the
21department of natural resources shall provide a clean water fund financial hardship
22assistance grant of not more than $80,000 to the Chelsea Sanitary District in Taylor
23County for sanitary system improvements. Notwithstanding section 281.58 (13) (e),
24the department shall allocate financial hardship assistance for the Chelsea Sanitary

1District project before it allocates financial hardship assistance to any other project
2in fiscal year 2007-08.
SB40-SSA1,1627,7 3(3j) Florence Wild Rivers Interpretive Center. The department of natural
4resources shall provide a grant in the amount of $25,000 in fiscal year 2007-08 to the
5Florence Wild Rivers Interpretive Center to be used for park and recreation uses,
6forestry education, and tourist information provided by the center and for its
7operational costs.
SB40-SSA1,1627,15 8(3k) Wildlife damage plan. The department of natural resources shall prepare
9a plan that describes methods for administering the wildlife damage abatement and
10wildlife damage claim programs in fiscal year 2008-09 so that the amounts expended
11by the department for those programs, as authorized under section 29.889 of the
12statutes, do not exceed the revenues received by the department for expenditure
13under section 29.889 of the statutes. The department of natural resources shall
14submit the plan to the members of the joint committee on finance no later than

22by this act, for the period before the effective date of the permanent rule promulgated
23under section 119.23 (2) (a) 8. of the statutes, as created by this act, but not to exceed
24the period authorized under section 227.24 (1) (c) and (2) of the statutes.
25Notwithstanding section 227.24 (1) (a), (2) (b), and (3) of the statutes, the department

1of public instruction is not required to provide evidence that promulgating a rule
2under this subsection as an emergency rule is necessary for the preservation of the
3public peace, health, safety, or welfare and is not required to provide a finding of
4emergency for a rule promulgated under this subsection.

Notwithstanding section 119.23 (2) (a) 8. of the statutes, as created by this act,
7each private school participating in the program under section 119.23 of the statutes,
8as affected by this act, in the 2007-08 school year shall pay the fee required under
9section 119.23 (2) (a) 8. of the statutes, as created by this act, no later than 30 days
10after the effective date of the rule promulgated under subsection (1).

SB40-SSA1,1628,1612 (a) A consortium of 2 or more school districts may apply to the department of
13public instruction for a grant to conduct a school district consolidation feasibility
14study. The consortium shall submit a plan identifying the school districts engaged
15in the study, the issues the study will address, and how the grant funds will be
16expended. A school district may not be a member of more than one consortium.

18(2) (a) of the statutes, as affected by this act, the department of regulation and
19licensing shall require that each applicant for an initial credential or for renewal of
20a credential pay an assessment of $5, in addition to the fees required under sections
21440.05 (1) and 440.08 (2) (a) of the statutes, as affected by this act. The department
22of regulation and licensing shall deposit all moneys collected under this subsection
23into the general fund. This subsection does not apply after June 30, 2009.

16revenue shall develop a detailed implementation and cost plan for an instant ticket
17retailer inventory system and submit the plan to the joint committee on finance on
18or before January 31, 2008. The plan shall include the text of a proposed
19administrative rule relating to retailer billing procedures or, if such an
20administrative rule has been promulgated, a summary of the promulgated
21administrative rule. If the cochairpersons of the committee do not notify the
22department within 14 working days after the date of submittal of the plan that the
23committee has scheduled a meeting for the purpose of reviewing the plan, the
24department may implement the plan. If, within 14 working days after the date of
25submittal, the cochairpersons of the committee notify the department that the

1committee has scheduled a meeting for the purpose of reviewing the plan, the
2department may implement the plan only upon approval of the committee.

12veterans cemetery in Washburn County. Payment of the grant under this subsection
13shall be made from the appropriation under section 20.395 (2) (ft) of the statutes, as
14affected by this act, before making any other allocation of funds under section 86.31
15(3g), (3m), or (3r) of the statutes, as affected by this act, and is in addition to the
16entitlement, as defined in section 86.31 (1) (ar) of the statutes, or eligibility under
17section 86.31 (3g), (3m), or (3r) of the statutes, as affected by this act, of the recipient
18under this subsection to any other aids under section 86.31 of the statutes, as affected
19by this act.
SB40-SSA1,1634,3 20(4c) Vehicle emissions testing program study and report. The department of
21transportation shall conduct a study of alternative program models for the vehicle
22emissions inspection and maintenance program under section 110.20 of the statutes,
23as affected by this act, which study shall include examining the possibility of remote
24emissions testing and testing performed by certified motor vehicle dealers that
25electronically transmit test results to the department. By May 1, 2008, the

1department shall submit a report summarizing the results of this study to the chief
2clerk of each house of the legislature for distribution to the appropriate standing
3committee dealing with transportation matters in each house of the legislature.

16fiscal year of the 2007-09 fiscal biennium to a motorcycling organization that is
17composed primarily of motorcycle riders, that includes the promotion of motorcycle
18safety as one of its objectives, and that has statewide membership.
SB40-SSA1,1634,22 19(b) Any grant awarded under paragraph (a) shall be used to conduct a
20"rider-to-rider" campaign to reduce impaired motorcycle riding by educating
21motorcyclists about the dangers of impaired motorcycle riding, with the goal of
22reducing the number of motorcycle accidents, injuries, and fatalities.
SB40-SSA1,1635,2 23(c) After the department of transportation has selected a grant recipient for a
24grant awarded under paragraph (a), the department may not distribute the grant
25funds to the grant recipient until the grant recipient provides to the department a

1proposed budget for use of the grant funds in a manner consistent with paragraph
2(b).
SB40-SSA1,1635,6 3(d) As a condition of receiving grant funds under this subsection, a grant
4recipient shall provide the department of transportation with an audited financial
5statement of its use of the grant funds, prepared in accordance with generally
6accepted accounting principles.
SB40-SSA1,1635,16 7(e) In any highway safety performance plan that the department of
8transportation submits to the federal department of transportation for federal fiscal
9year 2008 and for federal fiscal year 2009, the state department of transportation
10shall include a proposal to spend $75,000, in that portion of each federal fiscal year
11that coincides with the state fiscal year, to fund an impaired motorcycle riding
12campaign, as described in paragraphs (a) to (d). If this proposal is approved by the
13federal department of transportation, any grant awarded under paragraph (a) for
14the fiscal year for which the proposal is approved shall be paid from the
15appropriation account under section 20.395 (5) (dy) of the statutes within 3 months
16of this approval.

18department of transportation, any grant awarded under paragraph (a) for the fiscal

20summer of 2008 for introducing Chinese political, business, and academic leaders
21and practitioners to the Wisconsin Idea, especially as the Wisconsin Idea relates to
22environmental issues in China. The Board of Regents shall prepare a report that
23assesses the environmental, economic, and educational impacts of the course on this
24state and China; recommends whether the course should be continued and, if so, how
25the course may be improved; and assesses how the Wisconsin Idea may be used to

1position the state as a preferred trading partner with China and to position the
2University of Wisconsin as a preferred venue at which to discuss environmental and
3natural resource issues related to China. No later than May 1, 2009, the Board of
4Regents shall submit the report to the appropriate standing committees of the
5legislature in the manner provided under section 13.172 (3) of the statutes.

22veterans.

25department of veterans affairs shall study the long-term health care needs of the

1veterans population in Douglas County, including the demand for, and feasibility of,
2establishing a rehabilitative care center, in addition to an evaluation of the
3anticipated need for a nursing home or assisted living facility in that area. The
4department of veterans affairs shall use the funding available under this subsection

SB40-SSA1,1639,1510 (a) Assets and liabilities. On the effective date of this paragraph, the assets and
11liabilities of the department of workforce development that are primarily related to
12the functions of the bureau of Wisconsin Works and child support and the child care
13section of the bureau of workforce programs, as determined by the secretary of
14administration, shall become the assets and liabilities of the department of children
15and families.
SB40-SSA1,1639,1616 (b) Employee transfers.
SB40-SSA1,1639,21 171. The classified positions, and incumbent employees holding positions, in the
18department of workforce development relating primarily to the functions of the
19bureau of Wisconsin Works and child support and the child care section of the bureau
20of workforce programs, as determined by the secretary of administration, are
21transferred to the department of children and families.
SB40-SSA1,1640,15 222. The classified positions, and incumbent employees holding positions, in the
23department of workforce development relating primarily to general administration
24and program support that the secretary of administration determines should be
25transferred are transferred to the department of children and families. Upon

1determination of these employees, the secretary of workforce development shall, in
2conjunction with the secretary of health and family services, by October 1, 2007, and
3submit a plan to the secretary of administration requesting the transfer of moneys
4between the general purpose revenue appropriations for the departments of
5workforce development and health and family services and the department of
6children and families, between the program revenue appropriations for the
7departments of workforce development and health and family services and the
8department of children and families, between the program revenue-service
9appropriations for the departments of workforce development and health and family
10services and the department of children and families, between the appropriations of
11given segregated funds for the departments of workforce development and health
12and family services and the department of children and families, and between the
13federal revenue appropriations for the departments of workforce development and
14health and family services and the department of children and families, if necessary
15to adjust previously allocated costs in accordance with the transfer of personnel.
SB40-SSA1,1640,2116 (c) Employee status. Employees transferred under paragraph (b) shall have the
17same rights and status under subchapter V of chapter 111 and chapter 230 of the
18statutes in the department of children and families that they enjoyed in the
19department of workforce development immediately before the transfer.
20Notwithstanding section 230.28 (4) of the statutes, no employee so transferred who
21has attained permanent status in class is required to serve a probationary period.
